Moldovan cabinet approves regulation on electronic monitoring of persons convicted for offences

Chisinau, 2 November /MOLDPRES/ - The cabinet of ministers, at a today’s meeting, approved a regulation on electronic monitoring of persons. The measure fits the provisions of an action plan for the enforcement of the Justice Sector Reformation Strategy for 2011-2016, the government’s communication and media relations department has reported.  

Under the document, persons put under preventive home arrest and the convicted persons who move without escort or those who leave the penitentiary for a short period are subjected to electronic monitoring, in the conditions provided for by the law. The electronic system consists in distance supervising of the location and movement of the persons subjected to control, through a special bangle fixed at the hand or leg.    

The subjects of the monitoring will sign a commitment, thereby assuming obligations during the probation process. At the same time, when applying the monitoring, competent people will ask for the agreement of the family and third sides, with whom the person will live, in order to diminish possible negative effects on the private life.   

The monitoring technologies will be used, in order to reduce the crowding of the penitentiary institutions and for an easier social reintegration of persons convicted for offences. The expenses for exploitation and maintenance of the equipment will be born from the state budget, and will represent a twice as smaller sum than the spending needed for detention in prisons, about 60 lei per day.
