Fines could be paid at place of infringement's discovery in Moldova

Chisinau, 23 November /MOLDPRES/ – Drivers will be able to pay fines at finding of contravention, according to completions in certain decisions of the Cabinet adopted at today meeting of the Government.

The Ministry of Interior, in coordination with the Ministry of Finance, is expected to approve the Regulation on collection, management and remittance deadline of fines at contravention finding to the state budget.

The document approved by the Government is meant to supplement the classification standard forms of primary documents with special regime, namely "form of primary document with special regime of the Ministry of Internal Affairs: Receipt for collection of the fine at contravention finding." It will also be completed the Instruction on registration, storage and use of these forms.

The receipt collection of the fine will be issued by the border guard at finding offence, except when it is for the court or is caused damage to property, while the person against which a contravention case is brought admits to be guilty of committing misdemeanor and agrees to pay the fine.

The receipt shall be prepared in two copies, one of which will remain with the official inspector and the second will be delivered to the driver.

According to the authors, the project aims to create a legal basis for collecting the fine at infringement finding. Also, if liable attract contravention fine as foreigners will decrease considerably the number of unexecuted decisions of the inspectors on the application of these penalties. The implementation mechanism of collection of fines will guarantee the rights of the person who committed an offense to pay fine in a simple mode and it will also increase the revenues to the state budget.
