Moldovan social insurance house to take over powers of setting, paying pensions to law-enforcers

Chisinau, 23 November /MOLDPRES/ – The National Social Insurance Fund (CNAS) will determine and pay pensions to military service men by contract, persons of command corps and troops of the internal affairs bodies, employees of state security bodies and the National Anti-Corruption Centre and their families, according to a draft of amending legislation approved at today meeting of the Government.

"The aim of the project is to establish a single responsible institution for determining and paying pensions," including employees of force structures and ensure a transparent and efficient use of public resources, stated in the explanatory note to the Ministry of Labour, Social Protection and Family. The audit performance of the pension system in Moldova which was carried out by the Court of Auditors in 2015, found that the pension information system for law enforcement establishment was outdated and did not ensure effective data processing.

The representatives from several power structures have ruled against the amendments proposed by the Ministry of Labour, Social Protection and Family.

"It is the first draft among some others provided to the concept of pension reform in Moldova. No one will lose or gain after their adoption. It is one of the actions to be performed to save the pension system," said Prime Minister Pavel Filip. The Prime Minister added that there were many inequities in the pension system and Moldova being among the few countries with different pension schemes.

The government wants to build a fair pension system to prevent its collapse in a few years. The state budget currently is split over 1.2 billion lei and this amount continues to grow.

According to the draft, CNAS will take over the establishment and payment of pensions for employees of power structures, with effect from 1 January 2017.

The draft law will be submitted to the Parliament for consideration.
