Moldovan government approves action plan on public administration reform

Chisinau, 1 December /MOLDPRES/ – Executive approved at its meeting today, the Action Plan for the years 2016 – 2018 on public administration reform strategy implementation, the government’s communication and media relations department has reported.
The plan’s measures included come to ensure public administration accountability, including: drafting and coordination of policy documents, modernization of public services, effective management of finances and strengthening the skills of civil servants. The document provides government’s functional capacity, clear delineation of roles and responsibilities. Also, by means of this plan, the number of ministries and functions will be optimized and public services will be more accessible to citizens.
Some particular attention will be dedicated to public services’ digitalization, while the State Chancellery will pilot centre concept of universal public services. At the same time, there is to be established of the Prime Minister’s control body and institutionalized mechanism to ensure transparency in the state-owned economic entities.
Today, the Cabinet of Ministers approved the Action Plan for Open Government for 2016 – 2018. According to the document, during this period Moldova will concentrate its efforts on strengthening public integrity, better manage resources and improve the quality of public services provided to citizens.
At the same time, the authorities will take measures to increase budget transparency and public procurement, ensure a participatory decision-making process and the involvement of citizens in developing policy documents. Similarly, public institutions will improve access to public information, including data on institutional performance. The document, as well, goals streamlining the monitoring process of public authorities and public sector employees’ accountability.
Moldova joined the Partnership for Open Government in 2011, in line with global efforts on promoting and ensuring transparency, fighting corruption and improving the quality of public services, by technology and innovation exploit.
