Moldovan cabinet approves draft law on mandatory health insurances accounts

Chisinau, 5 December /MOLDPRES/ - The cabinet of ministers, at a today’s meeting, approved the draft law on mandatory health insurances accounts (FAOAM) for 2017.
The document provides for revenues worth 6, 141, 657.4 thousand lei and expenses amounting to 6, 234, 451.3 thousand lei. The FAOAM revenues are scheduled to increase by 5.2 per cent and the expenditure – by 6.8 percent against 2016.
The mandatory health insurances premiums, calculated in percentage form, are established at nine per cent (at the 2015 year level) and will be worth 3, 448 712,0 thousand lei, estimated within the medium-term budgetary framework for 2017-2019, by 282,044.1 thousand lei more against the account approved for 2016, or +8.9 per cent.
The size of the mandatory health insurance premium in fixed sum is established at 4,056 lei (at the 2015 year level), by keeping the cuts provided for 2016. Respectively, the government plan to collect an overall sum of 93,288.0 thousand lei, which meets the level of the sum approved for this year.
The revenues and expenses are distributed for sub-programmes, in the basic account by priority, in order to fulfill the commitments taken by the Moldovan government in 2016 concerning the increases in salaries for the medical employees. The greatest deal will be used to pay the medical services - 97.1 per cent of the collected revenues (6, 054 911.5 thousand lei); the reserve fund (50, 701.9 thousand lei) will increase by over 20 per cent against this year, and the prophylaxis account and the one for development and modernization of providers of medical services will rise by more than 50 per cent (by 25,000.0 thousand lei for each). At the same time, the account of managing the mandatory health insurances system will remain at the level of the sum approved for 2016 (78, 837,9 thousand lei).
The approved draft is to be considered by parliament.
