Chisinau, 6 September /MOLDPRES/- The cabinet approved today and will submit to the parliament for examination a draft law on delimitation of public property.
The law regulates the legal regime applicable to public property, government powers, central and local public administration authorities in the process of delimitation of public property. This law aims at strengthening the legal framework in order to delimitate the public property and ensure the right to property and efficient use of the state property, public property assets of first and second level administrative and territorial units.
The Ministry of Economy and Infrastructure finds that the law on public land ownership and their delimitation “regulates a narrow segment of delimitation process” and does not provide for the proper mechanism. In most cases, the public patrimony is not registered in the state property register, or in the ownership of administrative-territorial units.
Thus, it became necessary to revise the current legislation adopted in 2007, and to adopt a new law specifying the responsibilities of participants in the process and their duties, relations that occur between the central and local public authorities, taking into account the national public interest and the public interest of the local communities. The draft sets out the categories of goods assigned to the public domain of the state and administrative-territorial units.
