Moldovan government approves composition of national commission for establishment of uninominal constituencies

Chisinau, 6 September /MOLDPRES/- The government approved today the nominal composition of the national commission for establishment of uninominal constituencies. The main task of the commission is to elaborate and approve decisions on creation of 51 permanent uninominal constituencies for the purpose of parliamentary elections, submitting them to the government for approval, the government’s communication and protocol department has reported.

The composition of the commission shall be approved by the government at least 14 months before the expiry of parliament’s mandate. The commission is made up of:

a)two representatives of the Central Election Commission

b)a representative of the legal commission on rules and immunities of parliament

c)a representative of president of Moldova

d)one representative of factions and parliamentary groups

e)one representative of extra-parliamentary political parties and extra-parliamentary political blocs which in the last parliamentary elections got over 2 per cent of the valid votes

f)a representative of the political party who at the last presidential election participated in the second ballot

g)a representative of People’s Assembly of Gagauiza

h)a representative of national minorities association representing more than 1 per cent of population of Moldova, other than those specified under g);

i)two representatives of local public authorities

j)two representatives of the Diaspora Relations Bureau within the State Chancellery

k)three academics in law, geography and sociology

l)a civil society representative, member of the working group Justice and Human Rights of the National Council for Participation.

Also, the commission can include delegates without voting rights, representatives of the Reintegration Bureau of the State Chancellery, Foreign and European Integration Ministry, as well as member of the European Commission for Democracy through Law (Venice Commission), appointed by Moldova, and other persons whose participation is considered relevant and welcome to ensure professionalism and objectivity of their work.

The commission will be assisted by a secretariat, provided by the State Chancellery. Head of Secretary of the commission shall be elected among the members of the commission by a majority vote of all its members.

The commission must submit to the government for approval the decision on establishment of permanent uninominal constituencies at least 13 month before the expiration of parliament’s mandate.
