Bender hosts meeting of working groups for road transport, infrastructure in Moldova

Chisinau, 07 September /MOLDPRES/ – The meeting of the working groups for road transport and road infrastructure development, attended by representatives of the participants in the "5+2" negotiation format was held at the headquarters of the OSCE Mission in Bender on 06 September, the office for reintegration policy’s information and media communication service has reported.

During the meeting continued the discussions on the topic of ensuring the participation of the vehicles from the Transnistrian region in the international road traffic.

The Moldovan side reiterated that for the admittance of the international road traffic of those means of transport it was necessary to register them with the territorial subdivisions of the competent bodies of Moldova and to facilitate the process, inhabitants from the left bank of Dniester and Bender would be offered the possibility to benefit from a simplified registration procedure, with the application of excise tax exemptions, and at the same time the harmonization of the excise rates at the introduction of the units on the territory of Moldova to be carried out.

The Transnistrian party insisted that the registration of cars to be made on the basis of foreign passports recognized by Moldova and that the registration certificates be issued by the so-called structures in the region. The proposal was not accepted by the experts from Chisinau, who mentioned that the procedures of that kind should be uniform, clear and similar for all Moldovan owners and drivers.

In addition, the Moldovan side drew attention to the fact that according to the provisions of the Vienna Convention on Road Traffic of 08.11.1968, any contracting party issuing vehicle registration certificates bears responsibility for them since when they are in international traffic.

The Moldovan side reiterated the willingness to agree a neutral model of them, regarding the shape of the car plates, according to the previously agreed prototype, including the possibility of considering the option to make them in Tiraspol.

The consultations on the subject will continue at the next meeting of working groups on the development of road transport and road infrastructure which are to be agreed on a working basis.
