Moldovan government approves measures to enhance protection of people in police custody

Chisinau, 13 September /MOLDPRES/ – The Government approved the Action Plan on reducing evasion, abuse and discrimination against persons in police custody for 2017 – 2020 at its meeting today, the government’s communication and protocol department has reported.
The document is intended to help improve detention and transportation of detained persons’ conditions, as well as increase the safety of citizens in police custody. Also, the implementation of the proposed actions will have a positive impact in relation to police employees who perform guard and escort missions, and they will benefit from better working conditions.
Among the Plan objectives are: reviewing and harmonizing the regulatory framework, improving the detention conditions and infrastructure of temporary detention facilities in the police, improving the conditions of transportation of detained/arrested persons in the criminal prosecution process.
Similarly, at least 25 temporary detention isolators will be renovated within the Territorial Units of the police, at least 25 specialized transport units have been purchased for the transport of police custodians, renovated about 100 cells, and trained in respecting the human rights, more than 200 employees. It is also proposed to implement "E-Retain" module at the level of the territorial structures of the police, in order to make more efficient the monitoring of the persons during their stay in police custody.
The estimated cost of the measures envisaged in the Action Plan is approximately MDL 49.2 million, over 85 per cent of which is covered from the financial sources allocated by the EU.
