Parents to be able to partially delegate responsibility for bringing up child to custodian in Moldova

Chisinau, 10 March /MOLDPRES/ - Parents will be able to partially delegate responsibility for the bringing up and care of the child to a custodian. The MPs today considered and adopted a draft law to this effect in the first reading.
Under the amendments, the parents who are temporarily in another settlement of Moldova or abroad, will be able to partially delegate the responsibility for the bringing up and care of the child to a custodian, by submitting an application to the local tutorial authority. At the same time, the parents remain the child’s legal representatives and the custodian fulfills the duties of legal decision-maker.
According to the official data, tutelary/local authorities established guardianship for 12,541 out of 37,866 children, whose parent or both parents left abroad. Thus, about 25,000 children, whose one or both parents are abroad, do not have a protection form established by the people who take care of them.
Other regulations of the draft change the legal regime of the adoption, which are to be adjusted to the situation in the field of national and international adoptions, especially as regards the possibility of international adoption of children with special needs, availability of data on adoptable children and legal procedures of allowing the adoption.
