Parliament declares state of emergency in Moldova

Chisinau, 17 March /MOLDPRES/ - The parliament today approved the government’s draft decision on the declaring of the state of emergency on the entire territory of Moldova on the period 17 March – 15 May 2020.

Under the document, on the period of the state of emergency, the Commission for Emergency Situations of Moldova will issue instructions in order to implement the following measures:

1) establishment of a special regime of entrance and exit from the country;

2) establishment of a special regime of movement on the country’s territory;

3) introduction of the quarantine regime and taking other compulsory sanitary and anti-epidemic measures;

4) establishment of a special working regime for all entities;

5) ban on the holding of public meetings, manifestations and other mass actions;

6) instruction, if needed, of the rationalization of the consumption of foodstuffs and other essential products;  

7) coordination of the activity of mass media on: a) informing the residents about the reasons and proportions of the emergency situation, about the measures undertaken to prevent the danger, liquidate the consequences of this situation and protect the population; b) familiarizing the residents with the rules of behavior during the emergency situation; c) introduction of special rules for the use of telecommunication means;
8) change of the procedure of appointment to office and dismissal of the heads of the economic agents and public institutions;

9) prohibition of employees’ resignation, excepting for the cases provided for by the normative acts, for this period;

10) calling on citizens to provide services in public interest, in the conditions of law;  

11) carrying out, in the way established by law, of requisitions of assets, in order to prevent and liquidate the consequences of the situations which imposed the declaring of the state of emergency;   

12) the carrying out of needed actions, in order to prevent, diminish and liquidate the consequences of the pandemic of coronavirus (COVID-19).

The decision adopted today sees that the instructions of the Commission for Emergency Situations of Moldova are compulsory and executory for the leaders of the central and local public administration authorities, economic agents, public institutions, as well as for the citizens and other persons staying in Moldova. All instructions issued by the Commission for Emergency Situations enter into force starting the moment of adoption.   

Moldova’s parliament will inform, in a three-day period, the United Nations Secretary General and the Council of Europe’s Secretary General about the present decision and the reasons for its adoption.   

The decision entered into force on the date of adoption and will be brought to the knowledge of population through mass media and will be published in Moldova’s Official Journal (Monitorul Oficial).
