INSTRUCTION No 1 from 18 March 2020 of Moldova's Commission for Emergency Situations

Chisinau, 19 March /MOLDPRES/ - In accordance with the Article 22 from the Law No 212/2004 on the regime of state of emergency, of siege and war, Article 2 of the Parliament Decision No 55/2020 on the declaring of the state of emergency, points 6, 7, 8 and 9 from the Regulation of the Moldova’s Commission for Emergency Situations, approved under the Government Decision No 1340/2001, Moldova’s Commission for Emergency Situations
INSTRUCTS:
1. The suspension of the education process in the general, vocational and university education institutions is extended till 31 March 2020 inclusively, with the subsequent revision of the indicated term, depending on the epidemiological situation. The organization of the distance education process in the education institutions of all levels by the use of information and communication technologies on the period when the education process is banned at the headquarters of the education institutions. On the next period, the Education, Culture and Research Ministry will present the methodology on ensuring the continuity of the distance education process on the quarantine period, for the branch coordination of this process.
2. The resumption, starting from 23 March 2020, 0:00:
- of the activity of retail trade of hygienic and sanitary articles, through specialized commercial units;
- of the activity of retail trade through specialized agricultural shops, which sell seeds, phyto-sanitary products, fodder and other raw materials and products needed in the technological and operational process of the agricultural producers and companies from the food industry;
- of the activity of retail trade through the specialized shops of spare parts and other products related to the servicing of technical service of transport units and agricultural technology.
3. The Public Institution, Public Services Agency, through the territorial subdivisions, will provide only services of urgent need: issuance of provisional identity act; registration of death, cadastral services, registration and licencing of law units.
4. The Posta Moldovei (Moldova’s Post) State Enterprise, though its subdivisions, will provide only services of urgent need.
5. The economic agents, who carry out economic activity on the period of the establishment of the state of emergency, are obliged to ensure the access of employees of the National Statistics Bureau, in charge of the registration of consumer prices for goods and services, for the exercising of its duties, ensuring the observance of the norms for reducing the spread of the COVID-19 infection.
6. Authorization of the transiting of Moldova’s territory directly, without stop, through the state border checkpoints Giurgiulesti – Galati and Giurgiulesti – Reni of the foreign citizens who return to the origin or residence country, of the members of the diplomatic missions and consular offices, of international organizations/missions accredited in the destination country, as well as of their family members. The transiting will be authorized by the employees of the Border Police only after getting the confirmation on behalf of the neighbour country’s local border authority on the acceptance of the nominated persons on its territory. The Border Police will ensure the accompanying of the transport means of the persons in transit from the entry point to the exit point.
7. Authorization of the temporary access to the territory of Moldova of the crew of the airship meant for the evacuation of the Peace Corps volunteers, in conditions strictly regulated by the competent authorities, on 19 March 2020.
8. Specific measures are established in the justice sector on the period of the setting of the state of emergency, according to the annex.
9. The National Health Insurance Company (CNAM) will ensure the immediate financing with financial means worth 2,000,000 (two million) lei from sources of CNAM’s prophylaxis fund for the urgent purchasing of the following goods:
a) medical gloves – 640,000 articles;
b) medical masks – 250,000 articles;
10. The centre for centralized public procurements in health will ensure the organization and carrying out of procedures of public procurements through direct negotiations, without the publication of the announcement of participation, of medical gloves, in a quantity of 640,000 articles and medical masks in a quantity of 250,000 articles, from sources of the prophylaxis fund, in order to combat the COVID-19 infection.
11. The central public authorities, local public authorities, all public law and private law legal entities registered in Moldova, no matter the type of property and legal form of organization, as well as all Moldova’s citizens and other private people who are presently on the territory of Moldova, will ensure the implementation of all provisions of the Decisions No 1, No2, No 3, No 4, No5, No 6, No7, No 8 and No 9 of the National Extraordinary Public Health Commission, issued on the period 2 February 2020 – 15 March 2020.
12. The present Instruction enters into force on the moment of the issuance and is published on the government’s official webpage.
