INSTRUCTION No 2 from 20 March 2020 of Moldova's Commission for Emergency Situations

Chisinau, 20 March /MOLDPRES/- In accordance with the Article 22 from the Law No 212/2004 on the regime of state of emergency, of siege and war, Article 2 of the Parliament Decision No 55/2020 on the declaring of the state of emergency, points 6, 7, 8 and 9 from the Regulation of the Moldova’s Commission for Emergency Situations, approved under the Government Decision No 1340/2001, Moldova’s Commission for Emergency Situations
INSTRUCTS:
The ministries, State Chancellery, other subordinated central administrative authorities and the organizational structures in their sphere of competence will organize, starting from 23 March 2020, the carrying out of the work according to a special schedule, beginning with 7:30 till 16:00 and dinner break starting from 12:00 till 12:30, with subsequent revision, depending on the epidemiological situation.
Resumption/continuation, with the compulsory ensuring of the observance of the norms for reducing the spread of the COVID-19 infection, of:
activities of retail trade of all types of goods;
activities of funeral services with products related to funeral services, through specialized commercial units;
electronic commerce;
providing of notary services of urgent need, at the request of commercial banks;
The public medical and sanitary institutions will ensure the providing of medical assistance to all people who meet the criteria of definition of case for COVID-19, no matter their status in the Mandatory Health Insurances System (insured/non-insured).
The expenses borne by the public medical and sanitary institutions nominated by the orders of the Health Labour and Social Protection Ministry, involved in the providing of medical assistance to the patients mentioned in the point 3, are covered from the means of the mandatory health insurance accounts.
On the period of the state of emergency, if the public medical and sanitary institutions do not carry out the volume of medical assistance stipulated in the contracts of providing medical services, the National Health Insurances Company (CNAM) will monthly make payments in advance to the concerned institutions worth 80 per cent from 1/12 part of the contractual sum.
If necessary, the Health Labour and Social Protection Ministry will revise the priorities in the providing of medical assistance by all the providers of medical services, no matter the organizational and legal form and CNAM will work out proposals on adjusting the normative framework and will change the contracts on the providing of medical assistance (of providing of medical services).
The public medical and sanitary institutions will suspend the carrying out capital and current repairs, other expenses, as well as the procurement of fixed assets, excepting those which are vitally necessary for the providing of medical assistance.
To diminish the negative consequences of COVID-19, means of the Global Fund will be accessed for the protection of the medical staff, communication, maintaining essential services and chain of supply with medicines and medical devices, consumables and needed protection equipment, biocide and waste management. The procurement will be made immediately, according to the needs, from the sources available at present, through negotiations, without preliminary publication of an announcement of participation or direct contracting with the economic operator.
The economic agents from the left bank of Dniester, registered at the Public Services Agency, are allowed to carry out procedures of customs clearance of goods at the customs checkpoints authorized by the Customs Service, without collecting the rights of import or export and of the payment for the environment’s pollution, without applying the measures of economic policies for two consignments of demanded goods of medicines and medical-pharmaceutical production (through the letter from 18 march 2020, according to the express list), on the condition that the goods remain on the territory which is not controlled by the constitutional bodies and on basis and within the limit of the approval by the Medicines and Medical Devices Agency (AMED), by the crossing of the border checkpoints Palanca-Mayaki-Udobnoye and Tudora-Starokazachye.
The Commission authorizes the crossing of the state border and the transiting of Moldova by two Ukrainian citizens who arrived on the Chisinau international airport by the flight operated by the Fly One air company on 18 March.
The Commission allows access to the airport of the security staff (including the special equipment) of the operator nominated by the State of Israel (Embassy), following the coordination with the Foreign Affairs and European Integration Ministry, for carrying out additional security control of the luggage and passengers.
The charter air flights, which carry passengers with Moldova’s citizenship to Moldova, will be authorized by the Commission for Emergency Situations on the period of the state of emergency, based on the request by the National Aviation Authority.
The people who cross the state border entering Moldova will compulsorily fill in the epidemiological card and will sign a statement on their own responsibility to observe the regime of self-isolation for a 14-day period in the places determined.
By derogation of the point 13, the drivers and the staff which serves transport means, which carry out the carriage of goods, crews of airships/ships and the brigades of train, if they have no clinical symptoms of respiratory infection or fever, are not obliged to observe the self-isolation regime.
