Moldova's Commission for Emergency Situations takes more decisions to back business environment in state of emergency

Chisinau, 24 March /MOLDPRES/ - Moldova’s Commission for Emergency Situations (CSE) today ruled to establish a moratorium, till 1 June 2020, on the state control, including fiscal, financial one, as to the quality of goods/services, technological parameters and/or specific requirements for the kind of work carried out, concerning the observance of the labour protection norms, planned and unforeseen, carried out on the spot, at the headquarters, places of carrying out the activity or of the presence/preservation of the assets of people registered in the established way, who carry out entrepreneurial activity.
According to CSE, as to the customs control, the moratorium is applied only on the subsequent controls, carried out by the customs bodies, based on the Customs Code.
At the same time, the moratorium on the fiscal posts, which are created by the fiscal bodies, is enforced till 1 June 2020, with the possibility of its extension.
„The moratorium is not applied to the control carried out: within the criminal prosecution; by the National Bank of Moldova; by Moldova’s Court of Accounts, by the National Commission for Financial Market as to the private people and legal entities, who carry out insurance activity; by the bodies in charge of the management of the public system of social insurances; within the strictly necessary limit and in order to verify the authenticity of the acts which confirm the length of pensionable service and the insured income, based on the application of the persons who demanded the establishment of change of the pension’s quantum; at the request of private people and legal entities as to the issuance/extension of licences, authorizations, certificates and other permissive acts and/or on the finding out of certain deeds, etc.,’’ reads the decision by the National Commission for Emergency Situations.
Also, the declaring and payment of the income tax, real estate tax, land tax and local taxes for the 2019 by private entrepreneurs or peasant’s farms, whose average annual number of wage earners during all the fiscal period does not exceed 3 units and who are not registered as payers of value added tax (VAT), the declaring of the tax on the income from the operational activity for 2019 by the economic agents subjects of small-and medium-sized enterprises will be carried out till 25 April 2020.
On the period of the state of emergency (17 March – 15 May 2020), the instructions by the Commission for Emergency Situations are compulsory and executory for the heads of the central and local public administration authorities, economic agents, public institutions, as well as for the citizens and other people who stay in Moldova.
