Moldovan government approves amendments to legislation as to monitoring of domestic aggressors

Chisinau, 25 March /MOLDPRES/ -The cabinet members, at a today’s meeting, approved a draft law for the amendment of more normative acts on the electronic monitoring of domestic aggressors.  

The draft was worked out by the Justice Ministry, with the support of the National Probation Inspectorate. Under the draft law, legislative amendments were proposed, which would make possible the electronic monitoring of domestic aggressors (with a bracelet set at hand or leg), immediately after the judge pronounces an ordinance on victim’s protection, with the enforcement of protection measures, regulated by law.   

Also, the authors suggested that the aggressor compulsorily leaves the common dwelling with the victim, no matter the title on assets. At the same time, the aggressors will have to stay far from the place where the victims lives, at a distance which provides the victim’s security, excluding any contact, including the phone one, by correspondence or in other kind. At the same time, the aggressor will be banned from getting close to some places: the victim’s job, the education one of children, other determined places, which the protected person is attending.   

At the same time, the victim, his/her family members are given possibility to be monitored through an electronic supervision system (of the type of a small GSM phone), only if they give agreement in a written form.  

The domestic violence is one of the most serious and spread criminal phenomena faced by the contemporary societies, susceptible of harming the human rights and dignity of its members. The concerned phenomenon persists in all states, no matter the way of economic or political organization, residents’ well-being, race, culture, etc. ‘’In this respect, the prevention and combating of the domestic violence, as element of the national policy of family’s protection and support, represents a major concern of the state’s competent authorities,’’ the draft’s authors said.
