Moldovan premier chairs cabinet meeting

Chisinau, 25 March /MOLDPRES/ - Prime Minister Ion Chicu chaired a cabinet meeting today and 41 drafts were on the agenda, the government’s communication and protocol department has reported.
During the meeting, at a proposal by Economics and Infrastructure Minister Serghei Railean, the cabinet approved the appointment of Anatol Usatii and Lilia Palii as state secretaries at the Economics and Infrastructure Ministry.
At the same time, at a proposal by Interior Minister Pavel Voicu, the government approved the appointment of Ianus Erhan as secretary general of the Interior Ministry (MAI). At a proposal by Agriculture, Regional Development and Environment Minister Ion Perju, the government backed the appointment of Maxim Popov as state secretary of the Agriculture, Regional Development and Environment Ministry (MADRM).
Ion Perju unveiled for approval a draft on the amendment of the principles of subsidization in the development of agriculture and rural environment. The draft widens access to subsidies, changing the age of the young farmer from 35 to 40 years. In the context, the PM asked MADRM to elaborate special instruments of financing initiatives in agriculture of citizens from the Diaspora, who have chosen to return to Moldova.
Minister Perju unveiled a draft on the starting of negotiations and approving the signing of the agreement between the governments of Moldova and Japan on the providing of a loan worth 18.6 million dollars, with an interest rate of 1 percentage point and a grace period of 12 years. The resources will be used to modernize the agricultural technology and equipment.
The cabinet members approved a draft which sees re-allocation of financial resources within the High Value Agriculture project, in order to build two posts of sanitary and veterinary inspection at border: in Sculeni and Otaci.
Deputy Prime Minister, Finance Minister Serghei Puscuta presented for approval a technical concept of the automated system, Register of enforcement mandates. The instrument is meant to back the State Fiscal Service (SFS) in the fulfillment of the task of enforcement of money claims based on public law instructions. The participants in the meeting approved the age categories of the depositors of Banca de Economii (Savings Bank) for the payment of the sums indexed in 2020. The draft’s beneficiaries will be depositors born before 1991 inclusively, for the payment of the indexed sum related to the first stage and the depositors born till 1951 inclusively, for the payment of the sum indexed related to the second phase.
Justice Minister Fadei Nagacevschi unveiled the draft law on the ratification of the Amendment No 1 to the framework agreement on loan between Moldova and the Council of Europe Development Bank for the carrying out of the project on construction of the penitentiary from Chisinau. The project’s goal is to increase loan’s sum by ten million euros, up to 39 million euros.
Health, Labour and Social Protection Minister Viorica Dumbraveanu presented for adoption a draft on amendment of the Government Decision No 378/2018, which sees the indexation by 43.8 percentage points of the daily allowance for the children who remained without parental care. The allowance will increase from 11 to 12 lei, on birthday – from 103 to 108 lei and on holidays – from 73 to 77 lei.
Interior Minister Pavel Voicu unveiled a draft agreement between the governments of Moldova and Turkey on the mutual conversion and recognition of driver’s licences.
Education, Culture and Research Minister Igor Sarov presented for adoption the Methodology of confirmation of scientific and didactic titles in the higher education. The methodology refers to scientific and didactic titles of university lecturer and university professor. The National Agency for Quality Assurance in Education and Research will work out the models of the acts provided for in the Methodology.
