Moldovan parliament meeting cancelled over lack of quorum

Chisinau, 2 April /MOLDPRES/ - The parliament meeting, scheduled for today, during which the government was to unveil the draft on which it had taken responsibility on 1 April, did not take place over lack of quorum. The factions of the Party of Socialists (PSRM) and Democratic Party (PDM) did not come to the meeting.
Under the legislation, if no motion of censure is submitted in parliament 72 hours after the government has assumed responsibility, the provisions of the draft law enter into force.
On 1 April, the cabinet took responsibility for a string of anti-crisis measures. The decision is approved in the context of the state of emergency declared under the Parliament Decision from 17 March 2020 and is aimed at establishing additional measures to back the citizens and the entrepreneurial activity on the period of the state of emergency.
Thus, the unemployment benefit is to increase and the minimal sum will be 2,775 lei. Also, the categories of people enjoying the unemployment benefit are extended for the persons who registered as jobless, but do not meet the criteria of providing the unemployment benefit. At the same time, the government ruled to increase the monthly minimum income for the disadvantaged families to 1,300 lei for the period of the state of emergency, as well as to increase the quantum of the monthly minimum guaranteed income for each child up to 975 lei.
The draft law sees the subsidization of expenses dealing with the payment of the salary/allowance in the case of technical unemployment and standing, 100 per cent and 60 per cent of the contributions related to the salaries/allowances paid, depending on the reason for the ceasing of the work.
The licence holders who ceased working on the state of emergency period will be exempted from the payment for licence. Also, for this category, the social contributions in fixed sum will be returned to people practicing independent activity, private entrepreneurs who ceased working on the state of emergency period.
As for the HORECA sector, the government plans to cut the quota of the value added tax from 20 to 15 per cent. The economic agents which ceased working under the Decisions of the Commission for Emergency Situations benefit from the postponing of the deadline for paying local taxes for 25 July.
