Chisinau, 7 April /MOLDPRES/- The law on setting up measures to support citizens and business environment during the state of emergency and modification of legislation was published in the Official Journal of Moldova on 7 April.
This organic law was adopted on the basis of the Article 106 of Constitution by commitment of the government's responsibility to the parliament.
On 1 April, the government assumed responsibility for an anti-crisis package of measures. The decision was approved under the state of emergency declared by the parliament decision on 17 March and aims to set up additional measures to support citizens and entrepreneurial activity during the state of emergency.
According to Deputy Prime Minister Serghei Puscuţa, Minister of Finance, "on the social segment, measures have been adopted which is an unprecedented action that has never been applied in our country."
Thus, the unemployment benefit is to be increased, and the minimum amount will be 2,775 lei, the categories of unemployment benefit beneficiaries are extended for people who register as unemployed, but do not meet the criteria for granting unemployment aid. At the same time, it was decided to increase the minimum monthly income for disadvantaged families up to 1,300 lei during the state of emergency, and to increase the amount of the guaranteed minimum monthly income for each child up to 975 lei.
Also, the law stipulates the subsidization of the expenses related to the payment of the salary / allowance in the case of the technical unemployment or the unemployment, 100% / 60% taxes and contributions related to the salaries / allowances paid, according to the reason for the cessation of the activity.
Patent holders who have ceased their activity during the emergency period will be exempted from the patent payment. Also, for this category, for the persons who practice independent activity, the individual entrepreneurs who stopped their activity during the period of emergency, will be refunded the social contributions in a fixed amount.
For the HORECA sector, the VAT rate will be reduced from 20% to 15%. The economic agents that have ceased their activity according to the decisions of the Emergency Commission will benefit from postponement until July 25 of the local tax payment deadline.
The parliament meeting, scheduled for 2 April during which the government was to present the draft on assumed responsibility at its meeting on 1 April did not take place due to a lack of quorum. However, under the legislation, if within 72 hours after assuming the executive responsibility for a draft law, a motion of censure is not submitted in parliament, the draft’s provisions enter into force.
