INSTRUCTION No 20 of Moldova's Commission for Emergency Situations from 21 April 2020

Chisinau, 21 April /MOLDPRES/ - In accordance with the Article 22 from the Law No 212/2004 on the regime of state of emergency, of siege and war, Article 2 of the Parliament Decision No 55/2020 on the declaring of the state of emergency, points 6, 7, 8 and 9 from the Regulation of the Moldova’s Commission for Emergency Situations, approved under the Government Decision No 1340/2001, Moldova’s Commission for Emergency Situations (CSE),
INSTRUCTS:
1. Starting from 27 April 2020, the public enterprise, Public Services Agency, through the territorial subdivisions, will resume the providing of public services:
1.1. vehicles’ registration in special regime;
1.2. documentation of drivers;
1.3. registration of the certificate of birth , with the release of the certificate;
1.4. registration of marriage.
2. Starting from 22 April 2020, CSE allows the sale of products in package and in catering regime by public nourishment units, according to the code CAEM 56.10, except for: express bars, ambulant sellers at ice-cream stands, mobile trolleys which sell food; cooking food at stands in markets; activities of restaurants and pubs related to transport, trade units at window.
3. The Commission allows the resumption of individual training (general physical training) in open public spaces, for the members of the national teams, with the compulsory ensuring of the observance of the norms for reducing the spread of the COVID-19 infection. The national teams’ members will compulsorily have on them the identity act and a certificate confirming their belonging to the team, issued by the National Sports Federations.
4. The Point 4 of the Instruction No 19 from 17 April 2020 of Moldova’s Commission for Emergency Situations, after the syntagm ‘’of customs duties’’ is completed with the syntagm ‘’taxes for the customs procedures.’’
5. By derogation of the provisions of the Article 26 from the Law No 419/2006 on public sector’s debt, state guarantees and state re-crediting, CSE allows the disbursement on accounts of the National Bank of Moldova of sources from the loan on behalf of the International Monetary Fund through the Rapid Credit Facility (RCF) worth 57.5 million Special Drawing Rights and Rapid Finance Instrument (RFI) amounting to 115 million Special Drawing Rights.
6. The transfer of sources on accounts of the Finance Ministry and the use of these sources is allowed after the entrance into force of the law on the attraction of the foreign state loan from the International Monetary Fund through RCF and the law on the attraction of the foreign state loan from IMF through RFI.
7. The non-observance of the provisions/measures established by Moldova’s Commission for Emergency Situations, represents danger for the public health and will serve as reason for calling the guilty people to contravention/criminal account.
8. The present Instruction enters into force starting the moment of its issuance and is published on the government’s official webpage.
