Security Zone incidents, security dimension approached during talks with OSCE

Chisinau, 20 May /MOLDPRES/- A thematic discussion on Security Zone incidents during the emergency situation and security issues were discussed today between Deputy Prime Minister for Reintegration Cristina Lesnic and Head of OSCE Mission to Moldova Claus Neukirch, the Bureau for Reintegration has reported.

During the emergency, Chisinau requested on several occasions the assistance of the OSCE Mission to monitor the Security Zone and fix incidents.

In accordance with the principles of cooperation between the Joint Control Commission and OSCE Mission to Moldova, signed in 2004, Chisinau asked not only fixing violations, but also their investigation for the full fulfillment of the organization's mandate.

Also, the official requested presentation of the list of incidents found by the OSCE on installation of illegal posts set unilaterally by the Transnistrian side on 16 March-19 May 2020, due to the fact that the military observers entry into the field to set out violations was hindered during the state of emergency.

As a result, officials conducted a verification of the data, while Chisinau insists on lifting the illegally installed posts, which restrict free movement and violated the commitments under the JCC, as well as those related to ensuring peace and public order. Peacekeeping mechanism must be functional, Lesnic said.

The co-head of the Moldovan delegation to the JCC expressed concerns about the operability of the reaction to collect facts about the violations, which is imperative in emergency conditions. We cannot allow the undermining of the capabilities of military observers to fulfill their role and mission.

The sides agreed that the monthly and regular reports of OSCE, reflecting the findings on the Security Zone be submitted to the constitutional authorities in Chisinau.

Talmaza case was mentioned as an example, or the Moldovan delegation followed all necessary procedures for notifying placing and lifting of quarantine in the locality.

The sides agreed to hold regular bilateral meetings to review developments in the Security Zone.
