Moldovan parliament passes measures for period of emergency state in public health sector

Chisinau, 21 May /MOLDPRES/ - The parliament today adopted in two readings a draft on the establishment of measures for the period of emergency state in the public health sector.
The draft sees, inter alia, amendments to the Labour Code, which regulate the organization of the distance work. Also, the draft stipulates establishing a one-off allowance worth 16,000 lei to the employees infected with COVID-19 of the National Public Health Agency and the medical subdivisions subordinated to the Interior Ministry, Defence Ministry, National Administration of Penitentiaries, public hospital medical and sanitary institutions, institutions of pre-hospital emergency medical assistance, medical assistance institutions.
At the same time, the authorities will establish a monthly benefit of compensation for the labour carried out in high risk conditions for health worth up to one basic salary to the first-line staff who fights against COVID-19 and a benefit up to 50 per cent is envisaged for the staff of the temporary placement centres for elderly and disabled people managed by the National Social Assistance Agency.
The draft approved also stipulates that, in next June, the Posta Moldovei (Moldova’s Post) enterprise will distribute the pensions and state social allocations at home. Besides, the draft sees maintaining the validity of the identity papers issued to foreigners by Moldova’s authorities, which expired as of 2 February 2020, with possibility to change these acts will 15 August 2020.
At the same time, under the draft law, moratorium is established till 30 June 2020 on state control, including fiscal, financial one, on the quality of products/services, technological parameters and/or specific requirements for the kind of activity carried out, on the observance of the labour protection norms, planned or sudden, made on the spot, at the headquarters, places of carrying out the activity or of the presence/preservation of the assets of the people who carry out entrepreneurial activity, by the competent bodies.
The new law will enter into force on the date of publication.
The National Extraordinary Public Health Commission declared emergency state in the public health sector all over Moldova for the period 16 May - 30 June 2020.
