Decision No 12 of National Extraordinary Public Health Commission from 25 May 2020

Chisinau, 26 May /MOLDPRES/ - In accordance with the Article 58 from the Law No 10/2009 on the state supervision of the public health and the Decision No 10 from 15 May 2020 by the National Extraordinary Public Health Commission on the declaring of emergency state in the public health sector, the Commission  

DECIDES: 

1. The territorial extraordinary public health commissions will ensure the revising of all decisions/instructions approved, bringing them in line with the decisions of Moldova’s National Extraordinary Public Health Commission.

2. Point 12 of the Decision No 11 from 15 May 2020 of the National Extraordinary Public Health Commission:

2.1. sub-point 12.5 will have the following content: ‘’12.5 people in transit, including those repatriated as a result of providing of consular protection. The itinerary will be established by the General Inspectorate of Border Police;’’

2.2. is completed with the points 12.6-12.8 with the following content:

„12.6. people who travel for health and humanitarian reasons, including the accompanying person, if case may be (with the presentation of confirmative documents);  

12.7. cross-border employees;

12.8. drivers and staff who serves transport means, who carry goods, crews of airships/ships and brigades of trains.’’

3. The point 14 of the Decision No 11 from 15 May 2020 of the National Extraordinary Public Health Commission will have the following content:

„14. Exception from the provisions of the point 13, if they have no clinical symptoms of respiratory infection or fever, they are not obliged to observe the self-isolation regime for a period of 14 days in places established, is set for the following categories of people:  

14.1. drivers and staff who serves transport means, who carry goods, crews of airships/ships and brigades of trains;

14.2. people who travel for health and humanitarian reasons, including the accompanying person, if case may be (with the presentation of confirmative documents);

14.3. the pupils/students admitted to the education units/institutions from abroad, who have to take exams at the end of the cycles of gymnasium/lyceum/higher education;  

14.4. people who travel on personal interest, proved by visa, stay permit or another confirmative document;

14.5. cross-border workers;  

14.6. members of diplomatic missions and of consular offices in Moldova, of international organizations/missions, as well as their family members or staff who can provide humanitarian assistance;

14.7. people in transit .”

4. The gradual resumption, starting the date of signing of the joint orders of the General Inspectorate of Border Police, of the work of the state border crossing points, taking into account the gradual re-launch of the passenger and freight transport in international traffic; the restrictions as to the access of foreign citizens to Moldova; the regime of self-isolation of people who enter Moldova and the restrictions as to the access of Moldova’s citizens to the corresponding states.  

5. Resumption, starting from 26 May 2020, of activities of railway and road transport of passengers in international traffic, with the strict observance of the following measures of prevention and control of the COVID-19 infection:

5.1. ensuring the protection of staff who makes transport journeys, through : (I) protection equipment (masks, gloves); (II) disinfectants(for hands and surfaces); (III) daily sorting of the employed staff at the beginning of the work shift (measuring body temperature, health condition):    

5.2. adjusting the travel schedule and the number of transport units, in order to avoid agglomerations of people;

5.3. self-monitoring of the staff’s health condition during the working day, by informing the employer;

5.4. limiting the number of people in the railway and road transport in international traffic, proportionally to the number of chairs available in the transport means;

5.5. compulsory bearing of protection masks by passengers;  

5.6. checking by transport operators of passengers’ body temperature at the embarking in road or railway transport units in international traffic, and the temperature must not exceed 37 Celsius degrees;   

5.7. disinfection of surfaces in the salon and verifying the passengers’ body temperature within operations of road passenger transport, including after each shift/journey made, at the terminus station.

6. Resumption of the work of the markets from Chisinau and Balti cities as of 1 June 2020.

7. The work of the commercial markets all over Moldova will be carried out in accordance with the Instruction on the measures of preventing the COVID-19 infection at commercial markets, under the Annex No 1.

8. The resumption, starting from 15 June 2020, of the work of public nourishment units, with the observance of the Instruction on the measures of preventing the COVID-19 in the activity of the public nourishment institutions, under the Annex No 2.

9. Resumption, as of 15 June 2020, of the work of the sports and fitness halls, without changing room, bathroom, swimming pool, with the strict observance of the following public health measures:  

9.1. observance of the physical distance;

9.1. limiting of the number of people for a training session;

9.2. placement of the sports equipment with the observance of a distance of two metres between them;

9.3. providing the staff with protection equipment;

9.5. providing with disinfecting solutions at the entrance and monitoring the observance of hands’ hygiene;

9.6. providing the disinfection of the sports equipment after each training/session, with the use of disposable clothes, with disinfectant substances for hygiene.

10. Resumption, starting from 1 June 2020, of the work of libraries and museums, without the holding of mass cultural events, by ensuring the observance of the following measures:  

10.1. observance of the physical distance;

10.2. limiting of the number of people;

10.3. placement of reading places by observing the distance of two metres between them;

10.4. providing the staff with protection equipment;

10.5. verification of the body temperature of each visitor at the entrance;

10.5. providing disinfectant solutions at the entrance;

10.6. providing the airing and disinfection of surfaces every two hours.  

11. The restrictive measures will be revised, depending on the evolution and tendency of the epidemiological situation of the COVID-19 infection.

12. The non-observance of the provisions/measures established by Moldova’s Commission for Emergency Situations, represents danger for the public health and will serve as reason for calling the guilty people to contravention/criminal account.  

13. The present Instruction enters into force starting the moment of its issuance and is published on the government’s official webpage.
