Moldovan government holds meeting

Chisinau, 17 June /MOLDPRES/ - Prime Minister Ion Chicu today chaired a cabinet meeting and 28 subjects were on the agenda, the government’s communication and protocol department has reported.

In the beginning of the meeting, Interior Minister Pavel Voicu unveiled information on the danger of floods in Moldova’s regions, following the heavy rains from the last days.

Economics and Infrastructure Minister Sergiu Railean presented information on the carrying out of works on reconstruction of roads in Moldova, financed from the Road Fund and with sources of projects backed by the development partners. Presently, the World Bank, European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB) finances 20 projects worth about seven billion lei for the construction and restoration of about 520 km of roads.    

Health, Labour and Social Protection Minister Viorica Dumbraveanu reported about the number of free beds at the medical institutions specialized in the treatment of COVID-19 and actions undertaken to enhance the capacity of the health system to treat the patients infected. The Health, Labour and Social Protection Ministry (MSMPS) has enough tests, consumables and medication, in order to treat the epidemiological situation and is in the process of procurement for completing the stocks.

The cabinet approved the starting of negotiations and signing of an agreement between the governments of Moldova and Japan on the providing of a loan within the project, Modernization of agricultural technology and equipment. The accord provides for the offering of a preferential loan worth 2, 059, 000,000 Japanese yen (about 18.7 million dollars), meant for buying agricultural technology and post-harvesting equipment for small- and medium-sized enterprises. The loan will be for a repayment period of 40 years, 12 years of grace period and a 0.1-per cent interest and disbursement during nine years.     

The government ruled to initiate talks and sign an agreement on cooperation between the Moldovan Justice Ministry and the Armenian counterpart.  The agreement’s goal is to establish a sustainable partnership between the states, especially on the dimension of cooperation in the justice sector.

Specialists from Moldova and Armenia will set up working groups for exchanging experience between the justice sector’s bodies. Decision-makers will take over practices as to the organization of the work of the Justice Ministry and justice sector’s bodies; enhancing the competence of the ministry’s staff; assistance in the elaboration of draft normative acts and their assessment; work of the information systems managed by the ministry.   

The cabinet of ministers approved an agreement between the governments of Moldova and Turkey on the combined goods transport, signed in Ankara on 30 December 2019. The agreement’s objective is to establish the principles of regulating the functioning of the combined goods transport between the two states. This implies optimization of the use of the current infrastructure for the goods transport through the development of modern system of railway and sea transport, additionally to the road transport, in order to offer alternative social, economic and environmental solutions.   

At the meeting, the government ruled to increase the share capital of the state enterprise, Railway of Moldova, by 22.16 million euros, at the expense of a loan provided by the European Investment Bank, within a project on procurement of locomotives and restructuring of the railway infrastructure. The financial means will be used for purchasing locomotives and rehabilitation of a railway segment.  

The cabinet approved a draft law meant to enhance the degree of social protection of the families of servicemen and civil servants with special status, in the case of loss of the family provider. The draft provides for the establishment of their pensions worth 50 per cent of the family provider’s average monthly income, for each family member who is unable to work. Earlier, the size of the pensions of these people has stood at 30 per cent and 40 per cent of the family provider’s average monthly income. The cabinet backs the entrance into force of the draft as of 1 January 2021.   

Interior Minister Pavel Voicu presented a draft regulation on the way of lifting, carriage, depositing and return of transport means in the process of finding out of contraventions. The regulation’s goal is to ease the road traffic, enhance the level of drivers’ discipline and improve the road traffic safety. The regulation sees the assigning of services of lifting, transportation, depositing of transport means in the process of ascertaining of contraventions by economic agents selected based on the public contest by the General Police Inspectorate. The contracts will be signed for periods up to 5 years.   

The regulation contains norms on the criteria of contracting, way of record and return, expenses and responsibility of the sides in the process of lifting, transportation, depositing and return of transport means, model of the certificate of return of transport means from the special parking, as well as the model of the register of record of transport means lifted, deposited and returned.  

The government approved amendments to the Labour Code. The new provisions give right to the employees of the medical and sanitary institutions, on the period of emergency situations dealing with the declaring of the state of emergency, siege and war or declaring of emergency state in public health, to instruct the employees’ detaching without their written agreement or instruct the recalling of medical employees from annual leave without their written agreement. The need of the amendments is triggered by the epidemiological situation in Moldova.
