Chisinau, 24 June /MOLDPRES/ - Prime Minister Ion Chicu today chaired a cabinet meeting, which contained 26 subjects on the agenda, the government’s communication and protocol department has reported.
The government approved the plans on admission with budgetary financing and education tax to the vocational education for the 2020-2021 school year. As many as 8,279 people with budgetary financing are scheduled to be admitted to the secondary vocational education, of whom 8,010 – to the dual education and 570 - for the professional training of convicted people; 1,000 places – with the payment of the education tax. A number of 3,928 budgetary places are seen for the post-secondary vocational education and post-secondary non-tertiary education and 7,980 – with the payment of the education tax, in public and private institutions.
The government approved the concept of the Information System, e-Learning governmental training platform and the regulation of its use and management. The platform will represent a modern and efficient mechanism for the central and local public administration, citizens and business environment, who will be able to benefit from online education, on the purpose of professional education. The annual costs for the administration of the e-Learning platform are estimated at about 150,000 lei and will be covered from the state budget. The platform’s implementation will allow decreasing the costs borne by public institutions for the professional training of civil servants and other categories of employees.
The government approved the establishment of the governmental portal of entrepreneur and the regulation on its management. The portal represents an information system made up of a string of information resources and technologies, programme technical means and methodologies which are inter-connected. The portal was created in order to provide to entrepreneurs simple access to official public interest information and the one on companies, available in information registers and systems of data providers.
The cabined ruled to establish a governmental portal of the citizen. The portal will provide users with access to official public interest information and about themselves, available in information registers and systems of data providers.
The estimated cost for ensuring the work of the two government portals, in the first year, is of about 1.5 million lei each, with financing from the state budget. As much as 500,000 lei will be annually allocated for the management of each portal. The Electronic Governance Agency will administrate the portals.
Economics and Infrastructure Minister Sergiu Railean unveiled a draft on the technical and professional attestation of specialists with activities in constructions. The draft’s need was conditioned by the declaring of the state of emergency in Moldova on the period 17 March – 15 may 2020, as well as of the state of emergency in the public health sector during 15 May – 30 June 2020, with possibility to extend the concerned term. For this reason, decision-makers suspended the process of technical and professional attestation of specialists in constructions, including the ones whose certificates expired or were under expiration on the period of the emergency state. They blocked the possibility of re-attestation for about 600 specialists with activities in designing, among whom verifiers of projects, technical experts, construction site masters, etc. The draft prolongs the validity term of the certificates of technical and professional attestation of specialists with activities in constructions, till the carrying out of their training and attestation in a six-month period starting the moment of resumption of the activity of training and attestation commissions.
The government decided to allocate 5.6 million lei for the providing of one-off allowance worth 16,000 lei to 320 people who were infected with COVID-19 while fulfilling their job duties. They are employed in budgetary institutions and medical and sanitary institutions subordinated to the Health, Labour and Social Protection Ministry. So far, the one-off allowance worth 16,000 lei has been provided to another 813 employees.
The government approved the providing of allowance to the descendants of the medical staff, as a result of carrying out medical activity to fight COVID-19. Under the draft, the following persons will be able to benefit from allowance: husband survivor for a period of five years after the date of death (50 per cent of calculation basis); children with the age of up to 18 years or till the end of the education, until the age of 23 years (75 per cent for each descendant); one of the parents, if there are no descendants of the category of the earlier mentioned ones (50 per cent of the calculation basis). The calculation basis represents the monthly average income from the last 12 months till the death, but not less than 50 per cent of the average monthly salary on the economy.
The allowance is established starting the date of death and the application and acts necessary will have to be submitted in a period of 90 days. About 33 million lei was earmarked for the implementation of this draft this year, 13 million lei is seen for 2021 and about 20 million lei – for 2022.
The cabinet approved the creation of the bureau for the relations with the veterans at the State Chancellery. To this end, the cabinet members filled the limit staff of the State Chancellery by five units and completed the regulation on the organization and work of the institution’s personnel.
The decision comes following demands set forth on the platform of the National Council of the Veterans. The bureau will have the task to coordinate the carrying out of the priorities of the government’s policy in the field of social and law protection of the war veterans who participated in combat actions in the World War II; the ones held on the territory of other states, combat actions for the defence of Moldova’s territorial integrity and independence, of the participants in the Chernobyl relief works, as well as of their family members.
