Moldovan government holds meeting

Chisinau, 3 July /MOLDPRES/ - Prime Minister Ion Chicu chaired a cabinet meeting today, with five subjects on the agenda, the government’s communication and protocol department has reported.
Justice Minister Fadei Nagacevschi presented for adoption a draft law which provides for the improvement of the regulations from the present normative framework as to the mechanism of enforcement of the regress institution, in the context of Moldova’s conviction by the European Court of Human Rights (ECHR).Under the document, the Justice Ministry is to be the entity in charge of submitting regress actions and the term of attracting to disciplinary procedure will be five years.
The PM stressed the importance of the draft, given that the state budget annually has huge losses because of ECHR convictions. ‘’This is a very good draft. Thus, Moldova will know its ‘’heroes’’ for whom we pay huge sums at the European Court, and will also be able to call them to account. I hope very much that, once this draft approved, the judges will balance in their minds well before infringing laws,’’ Prime Minister Chicu said.
Finance Minister Serghei Puscuta unveiled a draft law, which sees giving the State Fiscal Service (SFS) powers earlier held by the economic police, which provides for the carrying out of special investigation activities and criminal prosecution for diverse economic offences, such illegal practicing of entrepreneurial activity, illegal practicing of financial activity, pseudo entrepreneurial activity, fiscal evasion of enterprises, institutions and organizations, fiscal evasion of private people, etc. Thus, decision-makers pursue prevention and combating of economic offences, which harm the work of honest economic agents and hinders the stimulation of a fair competition. In this respect, a SFS subdivision will be set up, which will include 70 employees.
Health, Labour and Social Protection Minister Viorica Dumbraveanu referred to measures of stimulating resident physicians and pharmacists, students of the medical and pharmaceutical higher education, post-secondary vocational education and post-secondary non-tertiary education institutions, involved in the control and combating of the COVID-19 infection. The draft sees establishing of an additional scholarship for probationary stage for the next two years. In this respect, 6.6 million lei will be earmarked from the state budget. Presently, 53 residents and 200 students are involved in the fight with the pandemic.
The cabinet of ministers approved, at a request by the Public Property Agency, the allocation of 71, 306.2 thousand lei to the Finance Ministry, from the means envisaged in the state budget for 2020, for the National Arena limited company for the increase of the registered share capital.
In the end of the meeting, the prime minister spoke about the industrial platforms and the works of repair on some road segments from the Telenesti and Sangerei district, visited on 2 July. Chicu demanded openness on behalf of competent entities, including the Economics and Infrastructure Ministry, in the processing of the acts demanded by the economic agents.
Economics and Infrastructure Minister Sergiu Railean said that four contracts, on average, were daily signed as regards the Good Roads 2020 project and the works started in some settlements today. In the context, the Economics and Infrastructure Ministry’s leadership said that the gas pipe line Ungheni-Chisinau is to be put into operation by 1 August 2020.
