Moldova's national council for public administration's reform holds meeting

Chisinau, 3 July /MOLDPRES/ - Prime Minister Ion Chicu today chaired a meeting of the national council for public administration’s reform. Attending the event were representatives of the Agriculture, Regional Development and Environment Ministry (MADRM), Economics and Infrastructure Ministry (MEI), State Chancellery, Electronic Governance Agency and World Bank. They discussed the progress made in the implementation of the local public administration (APL) reform and the stages attained in the process of preparing the universal services providing centres (CUPS), the government’s communication and protocol department has reported.  

The PM stressed that the modernization of the public services focused on citizen remained a major goal of the cabinet. ‘’This is a very good project for the country. We continue to monitor the progress and we try to recover the major debts which have accumulated so far. Anyway, the progress is already visible,’’ Ion Chicu said.

The rapporteur on behalf of the Electronic Governance Agency, Vlad Manoil, unveiled a list of 78 public services provided by the National Social Insurances House (CNAS) proposed for the inclusion in the package 2 of re-engineering. Among them, there are the pensions, allocations, allowances, compensations and assistance, as well as certain types of certificates.         

The participants in the meeting discussed the initiation of the process of piloting of CUPS. There will be 17 APL and five consular offices. The cost for the preparation and piloting of the project is 7.5 million lei. Subsequently, the authorities plan the establishment of 80 such CUPS for all Moldova.   

The universal services providing centres will work based on the principle of single window of providing more services, as close as possible to the citizen, in order to enhance the accessibility and efficiency, as well as to provide a high quality in providing the governmental services.  

The initiative of modernizing public services is backed by the World Bank through Modernization of governmental services project. To ensure the implementation of the pre-noted project, the World Bank will provide a loan worth 20 million dollars for 2018-2023, meant for modernizing the public services, through-re-engineering and digitalization of operational processes, so that they are more accessible for citizens.
