Moldova to have new Customs Code

Chisinau, 9 July /MOLDPRES/ - The cabinet of ministers on 8 July approved a draft law on the new Customs Code of Moldova.
The new Customs Code will merge into a single normative act three laws: the current customs code, the law on the customs tariff and the law on the way of importing and exporting of goods from Moldova’s territory by private people.
The main novelties due to be implemented with the entrance into force of the new code are: presenting information in electronic format necessary for the customs examination; liberalizing the work of customs representative; right of answer of the applicant on a customs decision; extending the term of submitting the appeal on decisions from 10 days to 30 days; possibility of suspending the fulfillment of the decisions in the case of appealing Customs Service’s decisions; modernization and adjusting of the instruments of facilitating the trade to the international standards, especially to the Framework Standards to Secure and Facilitate Global Trade, approved by the World Customs Organization.
As for the customs simplifications, they are: simplified declaration, which allows the holder to place the goods under a customs regime based on a declaration with a reduced set of data; registration in the affiant’s records – thus, the holder can submit the customs declaration in form of a registration in the affiant’s records, on condition that the information through the concerned declaration is at the disposal of the customs authorities in the system of the affiant at the moment of submitting the declaration; as well as the centralized customs examination – which allows the person submitting to the customs checkpoint where he/she is registered a customs declaration for the goods which are presented in customs at another customs checkpoint.
The draft Customs Code was subjected to consultations with the interested sides, as a result of which over 500 proposals were considered. Also, two sessions on its examination by experts of the TAIEX mission were held, thus ensuring the promotion of a normative act compatible with the European Union’s standards.
