Information system e-transport authorization launched in Moldovan capital

Chisinau, 16 July /MOLDPRES/ - The distribution and issuance of the authorizations for carrying out road transports could be made through the information system e-Transport authorization, launched in Chisinau today. This is a solution for the computerization of the business processes related to the work of the National Road Transport Agency (ANTA), which will facilitate the fulfillment of the duty of monitoring, regulation and development of the road transport in Moldova.
At the event on the online launch of the e-Transport authorization system, Prime Minister Ion Chicu said that this was an absolutely remarkable stage of electronic conversion of the process of ANTA issuing permissive acts. ‘’Once this system implemented, a string of problems will be removed and the corruption will be diminished significantly. The e-Transport authorization system is a solution of the category Government to Citizen and Government to Business, the goal of which is transition from manual processes to digital ones and diminishing intermediaries in it. This is a quite necessary thing, especially in the conditions of this pandemic. This is a good beginning for the automation of the work of the National Road Transport Agency,’’ the PM said.
The launch of the e-Transport authorization information system was possible due to a project by the United States Agency for International Development (USAID).
„This initiative represents a cooperation of more than one year between ANTA, Economics and Infrastructure Ministry and USAID and the e-Transport authorization system is an important success, being a major step forward in ANTA’s activity. Until not so long ago, the Agency’s acts have been kept on paper, most applications being submitted personally to the central office. Moldova was the last country of Europe where the submission of applications on paper was practiced or this situation is changing starting from today,’’ U.S. Ambassador to Moldova Dereck J. Hogan said.
USAID experts said that the implementation of the e-Transport authorization system would allow carriers to annually save over 200,000 dollars.
According to Economics and Infrastructure Minister Sergiu Railean, it is a happy thing that, despite the pandemic situation, ‘’we manage to implement important projects both for citizens and for the business environment.’’. The e-Transport authorization system is quite important and is a priority of the ministry. This is a digital instrument able to create a new functional infrastructure for the road carriers. It comes as a response to the needs of economic agents through simplifying the procedure and reducing queues at desks at the maximum – a relevant fact, especially in the context of the pandemic crisis,’’ Railean said.
„We have managed to develop a system which has international experience at the basis. ANTA proved that it is a very good partner. We worked with them, in order to provide equipment, training services and now the Agency has needed capacities to operate this programme. Subsequently, we will promote an ample communication system; yet, in the end, the owner of this system will be ANTA, Moldova’s government and the country’s citizens,’’ the USAID programme director, Douglas Muir, said.
The e-Transport authorization system is implemented with the support of the USAID Structural Reforms in Moldova Programme, based on the Agreement on Understanding signed between this Programme and the National Road Transport Agency for the optimization and development of the e-Transport authorization automated information system.
The e-Transport authorization automated information system will contribute to the modernization and improvement of the quality of public services provided by the Agency. Being integrated with other information systems, this system will represent a secured, exhaustive and transparent information environment, through rationalizing the procedure of reception and consideration of applications on issuance of permissive acts.
