Law on non-commercial organizations to be published in Moldova's Official Journal

Chisinau, 26 July /MOLDPRES/ - The decree on the promulgation of the law on non-commercial organizations will be published in the 27 July issue of Moldova’s Official Journal (Monitorul Oficial).  

The new law will regulate the legal framework of non-commercial organizations through simplifying the procedures of their work. Thus, the term of non-commercial organizations’ registration is shortened from 30 to 15 days and the non-commercial organization is registered by the Public Services Agency (ASP) and acquires legal personality starting the moment of registration.   

No tax is collected for the registration of the non-commercial organization. The state registration body, in a period of 15 days after documents’ reception, adopts the decision on registration or refusal to register the non-commercial organization.

At the same time, the new regulations establish the principles of creation and ceasing of the work of non-commercial organizations, of carrying out the activity, as well as the procedure of getting the status of public utility.   

Also, the new law sees that the non-commercial organizations cannot support materially, neither can they provide services to political parties or social and political organizations for free.

The non-commercial organizations, set up by political parties and social political organizations, can provide services to political parties and social political organizations free of charge, in order to strengthen their organizational capacities. On the period of the electoral campaign, the non-commercial organization cannot provide services or back materially or for free the electoral contenders and cannot make electoral agitation. The non-commercial organization can undertake actions of promoting polls, organize discussions between electoral competitors and monitor the electoral campaigns and elections, in the conditions established by the Electoral Code.
