Moldovan president conveys message on Constitution Day

Chisinau, 29 July /MOLDPRES/ - President Igor Dodon today conveyed a message on the occasion of the Constitution Day, the presidential press service has reported.
The message reads:
„Dear fellow countrymen,
I congratulate you on the national holiday Constitution Day of the Republic of Moldova!
The date of 29 July is a memorable one in the modern history of our state. On this day, in 1994, Moldova’s Constitution was adopted – the principal law which is at the foundation of our Moldovan state, guaranteeing the citizens’ fundamental rights and freedoms, determining the principles of the rule of law state, its sovereignty and democratic development, consolidating the civic peace and social harmony.
Presently, we bow down to the generations of forerunners of the Moldovan people – parents, grandparents, great-grandfathers, who by their assiduous work and self-denial, back in 1917 spoke out for the Moldovan Republic and prepared a draft Constitution of the country. The edification of the sovereign Moldovan state continued in the Soviet period too. Yet, our ideal – the democratic, sovereign and independent republic – was accomplished as late as in the years 1988-1994, when wide masses of the residents, numerous public associations, political forces actively spoke out for the state independence and adoption of a Constitution of the independent state Republic of Moldova.
On 29 July 1994, Moldova chose its future, formulated the democratic principles of the functioning of the Moldovan state and society. Moldova’s Constitution solemnly proclaimed that the nation is the sovereign of the state power. In accordance with the constitutional provisions, Moldova is a democratic state, which must serve the society, people and work for the well-being of each person separately. I want to point out that the constitutional text contains more articles of direct action, which imposes a special responsibility to the public authorities, which must ensure the observance of these stipulations. Learning to live according to the Constitution is the highest school of democracy, a school which we should everybody enjoy. Only the observance of the constitutional principles and norms will ensure the supremacy of the human rights, truthful constitutional justice, strengthening the democracy, society and our state Republic of Moldova.
To honour the country’s Constitution means to be patriot. The patriotism and civic responsibility start with the family, with care for the beloved ones, for relatives and friends, for the fellow countrymen, for the native land, for your country. It is quite important that we cultivate this understanding and attitude in the young generation. And while achieving this goal, we will be able to have confidence in future; we will be able to constantly develop Moldova, its national economy, by implementing the necessary projects of social development and providing the citizens with a decent living, based on the observance of human rights.
It is known that the Constitution’s text is rigid, but shows the social and political developments and the wishes of the free citizens, being in agreement with the fundamental values of a democratic and open society. Unquestionably, some articles of the Constitution must be edited and specified. In my opinion, it is necessary to revise and omit the Article 142, paragraph 1, of the Constitution, which provides for possibility to liquidate the state by the referendum procedure.
The Supreme Law is the fruit of the work of outstanding personalities of our nation. In this festive context, on behalf of the entire people, I express feelings of valuing and gratitude to those who edited, discussed and voted the Fundamental Law as principal symbol and sign of the statehood, sovereignty and independence – a starting and reference point for the national normative framework.
While reiterating the congratulations and good wishes, I would like to reaffirm the determination to do my utmost, so that Moldova’s citizens enjoy the rights guaranteed by the country’s Constitution, the state’s institutions work in line with the provisions of this Law and our society is prosperous and flourishing.
Long live, on the Constitution Day, dear fellow countrymen!’’
