Decision No 26 of 21 August 2020 of National Commission for Public Health

Chisinau, 21 August /MOLDPRES/- Under Article 58 of the Law No10/2009 on state supervision of public health (Official Journal 2009 No 67, art. 183), as amended, at the proposal of the Director of the National Agency for Public Health, starting with16  May by Decision No10 of 15 May 2020 of the National Commission for Public Health, state of public health emergency was declared throughout Moldova. Following the analysis of the current epidemiological situation and assessment of compliance with public health measures, the National Commission for Public Health decides:

1. The educational process is relaunched in all educational institutions, starting with 1 September 2020, if the work conditions of the institution comply with the Instruction on protection measures to be applied for organizing the activity of public and private educational institutions in the epidemiological context. The activity of the educational institution will be resumed by a decision of the founder.

2. The Instruction on protection measures to be applied for organizing the activity of public and private educational institutions in the epidemiological context of COVID-19 is approved, see Annex.

3. Founders of educational institutions, regardless of public or private status, will ensure that the work conditions of the institution comply with the Instruction on protection measures to be applied for organizing the activity of public and private educational institutions in the epidemiological context of COVID-19, under the Annex, and will ensure the completion of the self-assessment report on preparation for reopening the educational institution, according to Supplement No4 to Annex.

 

4. points 5 - 8 of Annex No1 of Decision No21 of 24 July 2020 of the National Commission for Public Health are repealed from 1 September.

 

5. Following measures to prevent and control COVID-19 infection when crossing the state border at the entry to Moldova are set up from 1 September:

 

5.1. The Ministry of Health, Labor and Social Protection will set a list of countries with high or low epidemiological risk of transmitting COVID-19, classified in red and green areas. The list will be published on the official pages of the Ministry of Health, Labor and Social Protection, the Ministry of Internal Affairs, the Ministry of Foreign Affairs and European Integration and the National Agency for Public Health. The list of countries, classified in red and green areas, will be updated every 14 days, on Friday and will enter into force on Monday of the following week.

5.2. Foreigners and stateless persons coming from countries classified as green areas are allowed to enter Moldova through the state border.

5.3. Persons who cross the state border at the entry to Moldova and come from countries classified as green areas will not fill out the epidemiological sheet and will not be obliged to comply with the self-isolation regime of 14 (fourteen) days.

5.4. Foreign citizens and stateless persons coming from countries classified as red zone are prohibited to enter Moldova through the state border with the following exceptions:

5.4.1.  family members of Moldovan citizens;

5.4.2.  persons holding a long-stay visa, a residence permit or a document equivalent to a residence permit issued by the authorities;

5.4.3.  People traveling in the professional interest, proven by visa, residence permit or other document, which includes the invitation and / or the contract concluded with a legal person resident in Moldova.

6. Media outlets are advised to inform the public about the need for strict compliance with COVID-19 infection prevention and control measures.

7. Depending on the evolution of the epidemiological situation of COVID-19 infection, restrictive measures will be reviewed.

8. The territorial commissions of public health will ensure the revision of all approved decisions/instructions, bringing them in line with the decisions of the National Commission of Public Health.

9. Failure to comply with the public health measures set in this decision is danger to public health and will serve as a basis for the prosecution of contravention and / or criminal liability of those responsible.

10. This Decision shall enter into force upon issue and shall be published on the official website of the Government.
