Moldovan cabinet sets out measures to support entrepreneurial activity

Chisinau, 26 August /MOLDPRES/- The cabinet today convened in a meeting to consider 20 projects on the agenda, the government's communication and protocol department has reported.
Minister of Health, Labor and Social Protection Viorica Dumbrăveanu presented for approval the Regulation on payment of compensation for descendants of medical staff who died in the fight with COVID-19. Thus, the allowance will be offered to surviving spouse for a period of 5 years from the death in the amount of 50% of the calculation base, to children up to the age of 18 or, if they continue their studies, up to 23 years - 75% for each descendant. If there are no descendants of these categories, the allowance is offered to one of the parents worth 50% of the calculation base.
The government came up with measures to support entrepreneurial activity and change the rules governing the calculation of compulsory state social insurance contributions and compulsory health insurance. The document sees to simplify payment of social contributions, by a decrease from 10.5% to 9%.
The government also approved the draft on negotiations and approval of signing the Agreement between the Government of Moldova and Germany on financial cooperation. It aims at providing a non-reimbursable financial support amounting to 10 million euros. The money will be used for the implementation of two ongoing projects: Drinking water supply and sewerage system, Moldova Center, phase 2 - 8.5 million euros, and Drinking water supply and sewerage system, Moldova Center, phase 2, accompanying measures - 1.5 million euros.
Minister of Economy and Infrastructure Serghei Răilean presented the draft law on ratification of the Amendment to Financing Agreement between Moldova and the International Development Association (IDA) to implement the Improving local roads project. Under the amendment, the main goal will be to improve the management capacity of local roads and sustainable accessibility through roads to education, healthcare and market infrastructure. The project sees rehabilitation and modernization of about 150 km of local roads.
The government has decided to allocate over 25 million lei from the Government Intervention Fund to the state employees and medical institutions, which have been affected by the COVID-19 virus. Thus, 1,584 employees will get one-off allowance worth 16,000 lei. Another 21 million lei will be distributed to CEC and MAEIE to ensure all protection measures during the 1 November presidential election.
Also, it was decided to extend until 1 September 2022, the deadline for applying the registration mechanism for vehicles in Transnistria and Bender municipality with neutral registration numbers. Under the amendment, the law will enter into force after publication in Official Journal.
At the end of the meeting, Prime Minister Ion Chicu conveyed a congratulatory message to all colleagues from government institutions and local public authorities. Due to the pandemic, events in a limited format will take place tomorrow.
Even if a few days off, he said that the government will continue to work on several important packages of laws, including those related to the program with the IMF and the one providing for the rectification of the draft state budget, which involves supplementing the budget of the Ministry of Education with over 135 million lei.
Chicu also pointed out the need to extend the state of emergency in public health until 15 September, which will be decided during the CNESP meeting.
