Decision No29 of 7 September 2020 of National Commission for Public Health

Chisinau, 7 September /MOLDPRES/- Under Article 58 of the Law No10/2009 on state supervision of public health (Official Journal 2009 No67, Art.183), as amended, at the proposal of the director of the National Agency for Public Health, from 16 May by Decision No10 of 15 May 2020 of the National Commission for Public Health, state of emergency in public health was declared in Moldova. Following the analysis of the current epidemiological situation, as well as the assessment of the level of compliance with public health measures, the Commission decides:
1. Item 5.4. of the decision No26 of 21 August 2020 of the National Commission for Public Health is given as follows:
“5.4.12. international observers in the elections for the position of President of the Republic of Moldova, representatives of international organizations, governments of foreign states, non-governmental organizations abroad, as well as international experts in electoral field, accredited by the Central Electoral Commission;
5.4.13. foreign journalists, accredited as permanent correspondents in the Republic of Moldova by the Ministry of Foreign Affairs and European Integration. ”
2. Item 5.6. of decision No26 of 21 August 2020 of the National Commission for Public Health is given as follows:
“5.6.9. international observers in the elections for the position of President of the Republic of Moldova, representatives of international organizations, governments of foreign states, non-governmental organizations abroad, as well as international experts in the electoral field, accredited by the Central Electoral Commission;
5.6.10. foreign journalists, accredited as permanent correspondents in the Republic of Moldova by the Ministry of Foreign Affairs and European Integration. ”
3. Item 5.6.3 of decision No 26 of 21 August 2020 of the National Commission for Public Health is given as follows:
“5.6.3. Pupils, students who are to take entrance or graduation exams, who are studying in educational units / institutions in Moldova or abroad, or who travel for activities related to the completion / organization / development of studies, presenting confirming documents”.
4. Item 5 of decision No26 of 21 August 2020 of the National Commission for Public Health is given as follows:
“5.8. Exception from the provisions of sub-item 5.7. is set for people who do not show clinical signs of respiratory infection or fever and need to travel for health and humanitarian reasons presenting confirmatory documents”.
6. It is allowed to carry out outdoor cultural activities, organized by theater-concert and film institutions, accredited by the Ministry of Education, Culture and Research, in compliance with public health measures and the Instruction on measures to prevent and control COVID-19 for organizing outdoor cultural events and actions by theatrical-concert and cinema institutions, according to the Annex.
7. Media representatives are advised to inform the public about the need for strict compliance with COVID-19 infection prevention and control measures.
8. Depending on the evolution of the epidemiological situation of COVID-19 infection, restrictive measures will be reviewed.
9. The territorial commissions of public health will ensure the revision of all the approved decisions / instructions, bringing them in accordance with the decisions of the National Commission of Public Health of Moldova.
10. Failure to comply with the public health measures set in this decision is danger to public health and will serve as a basis for the prosecution of contravention and / or criminal liability of those responsible.
11. The decision enters into force from issuance and is published on the official website of the government.
