Decision No 30 of Moldova's National Extraordinary Public Health Commission from 11 September 2020

Chisinau, 12 September /MOLDPRES/- Under Article 58 of Law No10/2009 on state supervision of public health (Official Journal 2009 No 67 Article 183), with the following amendments, at the proposal by Director of the National Public Health Agency, starting from 16 May, under the Decision No10 from 15 May 2020 of the National Commission for Public Health, state of emergency in the public health sector was declared in Moldova. Following the analysis of the current epidemiological situation, as well as the assessment of the level of compliance with public health measures, the Commission

DECIDES:

1. The state of emergency in the public health sector, declared under the decision No 10 of the National Extraordinary Public Health Commission (CNESP) from 15 May 2020, is extended till 30 September 2020, with possibility to revise the concerned term, depending on the evolution of the epidemiological situation nationally.

2. The plan on preparation and response to the infection with the new-type coronavirus (COVID-19) – Version 2, is prepared. The plan will be published on the official webpage of the Health, Labour and Social Protection Ministry.

3. CNESP reiterates the measures of prevention and control of the COVID-19 infection, compulsory all over Moldova, valid for the period of the emergency state in the public health sector, according to the Annex 1 to the decision No 21 of the National Extraordinary Public Health Commission from 24 July 2020, with the following amendments.    

4. The term of enforcement of the following restrictive measures is prolonged till 30 September 2020:

4.1. Ban of stay in public places (woods, parks, alleys, beaches, etc.) in groups bigger than three people. The observance of the social/physical distance of 1 metre remains obligatory, no matter the number of people present in public places.   

4.2. Prohibition for the people older than 63 years to stay outside their homes and in public places without urgent need.

4.3. Ban on the stay on playgrounds for children, sports fields, entertainment parks and leisure zones.   

4.4. Suspension of the work of night clubs, in terms of the activity of discos included in the CAEM 56.30 code and the dancing floors included in the CAEM 93.29 code, no matter the name of the firm of the commercial unit (for instance: disco-bar, night club, karaoke, disco, club, etc.).

4.5. Ban on carrying out activities with the presence of audience at the headquarters of theatres, movie theatres, concert halls.  

5. Single festive events are allowed to be organized and held at public nourishment units, with the participation of less than 50 people, by observing the public health measures and the instruction on the prevention of the COVID-19 infection during the carrying out of festive events in public nourishment units.

6. The Commission allows the organization of single mass rallies, with the participation of less than 50 people, by observing the public health measures and with the compulsory compilation by the organizers of the event’s epidemiological record list, according to the model (name, first name, identification number, phone number, email, home address). The meetings cannot be organized nearby public institutions, education institutions, hospitals or other places with high risk of infection.    

7. CNESP allows the organization of group meetings, with the participation of less than 50 people, by observing the public health measures and the Instruction on the prevention of the COVID-19 infection, according to the Annex 1 to the Decision No 21 of the National Extraordinary public Health Commission from 24 July 2020.   

8. The subsection 5.3 of the CNESP Decision No 26 from 21 August 2020 will have the following version:  

„5.3. The people who cross the state border entering Moldova and who come from countries described as green zone will not fill in the epidemiological form and will not be obliged to observe the self-isolation regime of 14 days. If the starting point is placed in a country described as green zone and during the travel a country described as red zone was crossed, including the airport, then the person is considered as coming from the red zone, fills in the epidemiological form and is obliged to observe the self-isolation regime of 14 days.’’   

9. The subsection 5.4.4. of the CNESP Decision No 26 from 21 August 2020 will have the following content:  

„ 5.4.4. Pupils/students who are to take admission or school-leaving exams, who go to study at education institutions of Moldova or from abroad, or who move for activities dealing with the ending/organization/carrying out of education, by presenting the confirmatory documents. The exception is applied also to the legal representative or the accompanying person nominated through declaration by the legal representative.’’   

10. The subsection 5.6.3. of the CNESP Decision No 26 from 21 August 2020 will have the following content:  

„ 5.6.3. Pupils/students who are to take admission or school-leaving exams, who go to study at education institutions of Moldova or from abroad, or who move for activities dealing with the ending/organization/carrying out of education, by presenting the confirmatory documents. The exception is applied also to the legal representative or the accompanying person nominated through declaration by the legal representative.’’   

11. The points 5.7 and 5.8 of the CNESP Decision No 26 from 21 August 2020 are abrogated.

12. The electoral and district commissions are recommended to coordinate the  institutions/buildings scheduled for the organization of the polls with the territorial public health commissions, in order to ensure the observance of the public health measures provided for in the Annex to the CNESP Decision No 24 from 12 August 2020.

13. The Commission recommends, if possible, to organize the work of the electoral bureaus/polling stations at the headquarters of other institutions/buildings than education institutions, proceeding from the epidemiological situation through the infection with COVID-19.   

14. CNESP recommends that media representatives inform the public about the need to strictly observe the measures of prevention and control of the COVID-19 infection.  

15. The decisions of the National Extraordinary Public Health Commission are executory for the central and local public administration authorities, for private people and legal entities, no matter the activity sector and the legal form of organization.  

16. The territorial extraordinary public health commissions will ensure the revising of all decisions/instructions approved, bringing them in line with the decisions by the National Extraordinary Public Health Commission of Moldova.

17. The non-observance of the public health measures, set forth in the present Decision, represents danger for the public health and will serve as reason for calling the guilty people to contravention/criminal account.  

18. The present Decision enters into force starting the moment of its issuance and is published on the government’s official webpage.
