Decision No 32 of Moldova's National Extraordinary Public Health Commission from 24 September 2020

Chisinau, 24 September /MOLDPRES/ - Under Article 55 and 59 of Law No10/2009 on state supervision of public health (Official Journal 2009, No 67, Article 183), with the following amendments, as a result of the analysis of the evolution of the epidemiological situation and the official data of the World Health Organization (WHO), European Centre for Disease Prevention and Control, Centre for Disease Control from Atlanta, USA, the National Extraordinary Public Health Commission (CNESP) finds out that the epidemiological situation is unfriendly, being determined mainly by the major negative tendencies in certain administrative and territorial units of Moldova To enhance the efficiency of the measures enforced of prevention and control of the COVID-19 infection, CNESP:

DECIDES:

1. Establishing the mechanism of management of the epidemiological situation based on the following criteria: epidemiological situation, capacity of supervising the public health and the medical assistance system.

2. Nominating the Health, Labour and Social Protection Ministry (MSMPS) and the National Public Health Agency (ANSP) as public authorities in charge of coordinating the implementation of the mechanism of management of the epidemiological situation.

3. Enforcing the plan of preparation and response to the infection with the new-type coronavirus (COVID-19) – Version 2, approved through the Decision No 30 from 11 September 2020, worked out based on recommendations by WHO, strategies of risk management and assessment, in order to ensure the efficiency and flexibility of the public health and social measures enforced.  

4. The indexes of the level of risk of transmission of the SARS-CoV-2 virus, established in the pre-noted plan, will be calculated by the National Public Health Agency once in 14 days and will be submitted to CNESP for updating the decisions.

5. Based on the analysis of the indexes calculated by ANSP, the National Extraordinary Public Health Commission will assign to the second-level territorial and administrative units  the degrees of alert fitting the level of risk of transmission of SARS-CoV-2 virus, according to the model presented in the Annex (https://gov.md/sites/default/files/hotarirea_cnesp_nr.32_24.09.2020.pdf)

6. The territorial extraordinary public health commissions will establish the public health measures according to the plan on preparation and response to the infection with the new-type coronavirus (COVID-19) – Version 2, in accordance with the degree of alert from the administrative territory managed.  

7. The level of risk of transmission of the SARS-CoV-2 assigned as ‘’quite high’’ to an administrative and territorial unit, fitting the alert degree ‘’Red Code,’’ represents ground for the establishment by CNESP of emergency situation territorially for the concerned administrative and territorial unit.    

8. The authorities of the public order sector are asked to continue supervising the observance by private people and legal entities of the measures of prevention and control of the COVID-19 infection.

9. The decisions of the National Extraordinary Public Health Commission are executory for the central and local public administration authorities, for private people and legal entities, no matter the activity sector and the legal form of organization.  

10. The territorial extraordinary public health commissions will ensure the revising of all decisions/instructions approved, bringing them in line with the decisions by the National Extraordinary Public Health Commission of Moldova.

11. CNESP recommends that media representatives inform the public about the need to strictly observe the measures of prevention and control of the COVID-19 infection.  

12. The non-observance of the public health measures, set forth in the present Decision, represents danger for the public health and will serve as reason for calling the guilty people to contravention/criminal account. 

13. The present Decision enters into force starting the moment of its issuance and is published on the government’s official webpage and will enter into force as of 1 October 2020.
