Economic Council to premier launches new initiative for Moldovan employees

Chisinau, 8 September /MOLDPRES/ - Employees will be able to choose the commercial bank where they could to pick up the salary, according to an initiative by the Economic Council to the Prime Minister. Prime Minister Valeriu Strelet demanded that the Labour, Social Protection and Family Ministry, in cooperation with the National Bank of Moldova, work out a draft decision till 2 November and forward it to the government.
Presently, employers prefer to pay salaries only via the bank at which they have opened current accounts. This stimulates corruption and influence peddling at state institutions, as well as enterprises with state capital, a press release by the Economic Council's Secretariat says. More serious is that „the lack of a clear regulation is one of the factors which limit the competition on the banking market, which seriously influences the entire economy."
Although the Labour Code allows, upon the written consent of the employee, the payment of wage via the banking institutions, with the employer paying for the concerned services, due to absence of a clear regulation in this respect, the employer decides for the employee at which bank the latter is to get the salary. As a result, the employee's right to choose a commercial bank which he/she trusts and to which he/she wants to entrust money received as wage is thus being infringed. At the same time, the access of some banks to the providing of the concerned service is limited, while other banks are fevoured.
The Economic Council's secretariat informs that the practice of other countries show that the employee's right to independently choose a bank which he/she trusts is something normal and prompts commercial banks to compete between them directly and openly for each client – private person or legal entity. The Moldovan banks prefer to directly negotiate with employers, sometimes non-transparently, in order to take over salary payment projects via employees' cards.
