Moldovan official speaks out for continuing cooperation with UNDP

Chisinau, 16 September /MOLDPRES/- Government Secretary General Serghei Palihovici today met independent consultants to the United Nations Development Programme (UNDP) Vera Devine and Liuba Cuznețova. The officials assessed the democratic governance programmes, the government's communication and media relations department has reported.
Serghei Palihovici praised the work of the Chisinau-based UNDP office and active involvement in solving the most pressing problems of Moldova, promotion of social progress and ensuring living standards. Palihovici underlined the need to strengthen the dialogue between the central and local public authorities sand development partners, among which UNDP. „We need a comprehensive analysis of problems, in order to find the best solutions. Sometimes, projects are initiated without analysing the real needs of the society, without taking into account the Moldova-EU Association Agreement or government action programme,” Palihovici said.
The government secretary-general also referred to the importance to assess the results gained from projects' implementation and to analyse the impact generated by them. Palihovici also made a proposal to organise a joint meeting of national authorities and all development partners, during which government's priorities were to be discussed and projects Moldova was needing be identified. „Unfortunately, there are a lot of projects which double on certain segments, whereas other sectors remain uncovered. At the same time, it is necessary to analyse the impact of projects upon their completion. It is necessary that, once the project finished, the actions underway be continued. The gained results have to be institutionalised and decentralised,” Palihovici said.
For their part, the experts took note of Palihovici's requests. They highlighted that they would insist on far-reaching talks with all development partners of Moldova, so that projects due to be carried out in the country contribute to implementing the government's priorities and meeting citizens' needs.
UNDP programme is guided by Country Programme and UN-Moldova Partnership Framework „Towards Unity in Action” for 2013-2017 and the action plan, meant to support the priorities of Moldovan government.
