Council of Europe to back public administration reform in Moldova

Chisinau, 28 September /MOLDPRES/- Government's Secretary General Serghei Palihovici today met head of the Council of Europe Office in Chisinau Jose-Luis Herrero. The talks were focused on Council of Europe's support for modernising public administration in Moldova, the government's communication and media relations department has reported.
The officials tackled initiation of a project, meant to improve the institutional capacities of public authorities in Gagauzia and their interaction with central authorities.
Jose-Luis Herrero said that the project would focus on concrete actions implying representatives of administration from Comrat and Chisinau in order to optimise carrying out duties and provisions of Moldova's legislation.
In the context, Palihovici highlighted the importance of approaching the problem, including removing discrepancies existing between the national legal framework and decisions adopted at territorial level. At the same time, he expressed confidence on positive evolution of situation in this respect. "Irina Vlah's appointment as bashkan of Gagauzia creates prerequisites for a constructive dialogue and problems settlement", he said.
Another topic was related to measures for adjusting the Moldovan public administration's activity to European standards. In the context, the sides tackled the conference due in Chisinau on 8 October. Immediate efforts will focus on estimating capacities to manage local public finances from the six partner countries, and subsequently, solutions to each country will be proposed. Palihovici pointed out that the event would be a good occasion for presenting activities held by the Council of Europe in public administration sector, as well as Moldova's expectations on assistance and expertise on the matter.
The sides agreed to keep a permanent dialogue in order to identify best solutions meant to implement public administration reform, as well as to develop partnerships in other sectors.
