Moldovan parliament adopts draft law on state controls moratorium

Chisinau, 25 February /MOLDPRES/-The draft law on setting a state moratorium for a three-month period, was adopted by the Moldovan parliament in first reading today. It was backed by the majority of MPs.
The draft law is meant to ensure a favorable framework for the development of the business environment, legislative and institutional optimization and state inspections.
The draft law provides for setting a moratorium “on a state control, inclusively fiscal, financial or customs, assessing products/service quality, public health and observance of labor protection norms, sanitation and fire protection norms in places where goods are stored or an entrepreneurial activity is held”.
The provisions of the current law do not apply for inspections of natural and legal persons with an insurance activity, the National Bank of Moldova, Court of Accounts, and National Commission for the Financial Market may carry out during a criminal process.
The draft law bans the authorized control body from “taking away goods, documents or other evidence” during the inspection, or “seize goods found in the room, that could lead to the total or partial suspension of the person subjected to control. The control body is entitled to make copies, video or photo recordings of the evidence,” the draft reads.
The moratorium on state controls can be prolonged for a period of three months. The draft law is to be adopted by the parliament in second reading.
