Consultative Council for small, medium-sized enterprises likely to be created in Moldova

Chisinau, 30 March /MOLDPRES/-The executive body today approved a draft law on small and medium-sized enterprises (SMEs). The document provides for their legal activity framework and aims to create optimal conditions for their development, the government’s communication and press relations department has reported.
The draft promotes the sustainable development of SMEs sector and encourages the enforcement of SMEs’ researching, development and innovation activities. Prime Minister Pavel Filip said this draft law would help develop the sector and provide citizens with new well-paid jobs.
According to the new provisions, state controls in the SMEs’ first three years of activity, will be consultative, except for offense findings. At the same time, entrepreneurs who lack enough resources to develop their business, will be able to ask the SMEs Loan Guarantee Fund for assistance in this sense. The fund is meant to facilitate the access to loans for enterprises that lack collateral, by guaranteeing the return of the loan within the established conditions.
The draft law provides for the creation of a Consultative Council for SMEs, in charge of analyzing the evolution of the sector and submitting recommendations on the improvement of the business environment. The council will serve as a dialogue platform between entrepreneurs and public authorities, and will thus offer the business environment the opportunity to take part in the improvement of the legislative and normative framework.
The document provides for the introduction of entrepreneurial education, at all educational levels, starting with primary schools, in order to increase competitiveness and develop the entrepreneurial spirit.
The draft law is to be examined and adopted by the parliament.
The SMEs sector includes 97.4 per cent of the total number of Moldovan enterprises. An amount of 56.2 per cent of Moldovan employees work in this field. SMEs’ share of Moldova’s GDP accounted for 32.2 per cent in 2014.
