Moldovan flat owners having autonomous heating to pay lower tariffs for thermal energy

Chisinau, 27 April /MOLDPRES/ - The cabinet at a today meeting approved a string of amendments and completions to the regulation on the way of providing and payment for the dwelling, public utilities and non-utility services. The document has a temporary character and is valid till the approval of the methodology of calculating the coefficient, depending on the zones the flats are located inside the building, the government’s communication and media relations department has reported.
According to the amendments, the holders of autonomous heating devices, who disconnected from the collective thermal energy supply system, will pay for the energy consumed in the building up to ten per cent, instead of 20 percent, calculated so far. The amendments are meant to meet numerous petitions by consumers from the Chisinau and Balti cities.
The principal argument of the decision is that 20 per cent of the cost of a square metre is a financial burden for the owners of autonomous heating devices, as the bills they pay for the consumption of natural gas are much higher than the ones of the consumers connected to the centralized heating supply system.
Thus, from the moment of adoption, the owners of autonomous thermal boilers from the buildings connected to the centralised heating supply system will pay 10 per cent of the volume of thermal energy consumed by the building.
Also, Regional Development and Constructions Ministry set up a working group, that will elaborate a new regulation, and the Agency for Energy Efficiency will complete the methodology of distribution of the volumes and cost of thermal energy supplied between the consumers of the dwelling. Under the regulation, a differentiation will be established of the percentage of calculation for the flats disconnected from the collective thermal energy supply system within the building, depending on their location.
Under this methodology, an energy audit of blocks of flats is to be carried out, as a result of which the exact level of the thermal energy consumption of each flat will be established and the corresponding percentage for the flats disconnected from the centralised heating supply system will be calculated.
