Moldovan prime minister requests acceleration of State Chancellery reform implementation

Chisinau, 6 September /MOLDPRES/ - Prime Minister Pavel Filip chaired today the working meeting of with inclusion of decision making factors in developing the Reform of the State Chancellery concept, which is the first step of Public Administration Reform in Moldova, the government’s communication and media relations department has reported.

During disputes, it was examined the State Chancellery new structure draft, developed with the support of international experts in the field, with priority being analyzed proposals and mechanisms for determining the powers of the institution. Thus, its composition to be optimized, and some sent to other public duties.

The Prime Minister stressed that the main objectives of the reform of the State Chancellery are: strengthening the institution's role as a "Centre of Government", streamlining the overall framework for defining priorities activities of the Executive, development and implementation of public policies by the central administrative authorities.

Also, it was discussed the new concept of modernizing the procedures and mechanisms for endorsement and promotion of documents examined during the sessions of the Government. In this sense, it was ordered initiation of consultations of changes in national legislation, stipulating a new approach on how to make initiation, drafting, approval and expertise of legislative acts.

An important role in the modernization of public administration and thus referring to the State Chancellery, represents "e-Cabinet" project, which involves the transfer of several processes, and which is currently carried out on paper, on electronic platforms. Prime Minister Pavel Filip urged officers in the field that all the initiatives to be launched as soon as possible.

Also, during the meeting discussed about the need to amend the legal framework on salaries of civil servants in order to create opportunities for additional reasons, based upon performance, according to predetermined criteria.
