Moldova's mandatory health insurances accounts to rise by over five per cent in 2017 against 2016

Chisinau, 5 December /MOLDPRES/ - The cabinet of ministers today approved the law on mandatory health insurances accounts for 2017, with 6.14 million lei in revenues and 6.23 billion lei in expenses, and a deficit of 93.7 million lei. The revenues of the mandatory health insurances accounts are forecast to increase by 5.2 per cent and the spending – by 6.8 per cent against 2016.
The means collected will be distributed for more programmes: management of the mandatory health insurances accounts, primary medical assistance, ambulatory specialized medical assistance, community and home medical care, pre-hospital and hospital emergency medical assistance, high-performance medical services, etc.
The share of the mandatory health insurances accounts’ expenses in the public expenditure for health care dropped from 84.9 to 79.8 per cent in 2011-2015, according to the Health Ministry.
The mandatory health insurances premium in form of percentage contribution was maintained at the level of the 2016 year, nine per cent, of which 4.5 per cent is paid by the employer and 4.5 per cent – by the employee. The draft sees keeping the mandatory health insurance premium in the fixed sum at the level of 2016, respectively, 4,056 lei, taking into account the present social situation. The size of the premium, under the legislation, should have been 5,724 lei.
The draft law for 2017 maintains a 50-per cent cut in the mandatory health insurance premium in fixed sum for most categories of payers and a 75-per cent reduction for farmland’s owners, if the premium is paid till 1 April 2017. Exception represents the public notaries, bailiffs and unemployed lawyers.
The draft law of the mandatory health insurances accounts for 2017 is to be submitted to parliament for consideration and adoption.
