Moldovan cabinet extends licence holders' right to retail trade till 31 December 2018

Chisinau, 5 December /MOLDPRES/ - The cabinet of ministers, at a today’s meeting, approved a draft law on amendment and completion of the law on entrepreneur licence, the government’s communication and media relations department has reported.   

The amendments proposed regard prolongation of the period of carrying out two kinds of activity for another two years, i.e. till 31 December 2018. More exactly, it is about the retail trade at general retail shops, counters, stalls, pavilions and from vehicles, as well as trade with Moldovan food products and perishable goods, on condition that the sanitary and epidemiological requirements concerning their stocking, preservation and commercialization are observed.    

Initially, the carrying out of the retail trade by licence holders was allowed only till late 2016. Decision-makers worked out a concept on simplified taxation of private persons dealing with this trade and who are not registered as entrepreneurs. The concerned concept is promoted through the amendments proposed to the draft of the fiscal and budgetary policy for 2017. The switch to a new mechanism of taxation needs a transition period, however, which would allow the present trade licence owners to familiarize with the peculiarities of the new tax regime and be aware of the concerned mechanism’s opportunities. Therefore, decision-makers ruled to extend the right to carry out retail trade based on entrepreneur licence by two years. The concerned provision will be applied only on the owners of licence holding licences valid for one of the aforementioned activities on 31 December 2016.  

Another provision deals with the clear-cut indication of the place allowed to carry out commerce, and namely only at commercial markets, the work of which is regulated by the provisions of the law on domestic trade.

It is worth mentioning that the differentiated increase in the tax is proposed depending on the place of carrying out the activity.

The parliament is to consider the draft.
