Moldovan cabinet approves draft law on 2017 state social insurances budget

Chisinau, 5 December /MOLDPRES/ – The Cabinet of Ministers approved in its meeting today, draft law of state social insurances budget for 2017. The document provides general income and expenses indicators balanced at annual amount of 16, 410 670. 2 thousand lei, the government’s communication and media relations department has reported.

The total social security budget revenues are estimated with an increase of 1, 464 985. 9 thousand lei or 9.8 per cent compared to revenues for approved 2016. Their structure include, their own resources of state social insurances of 66.3 per cent and transfers from the state budget (for the financing of types of social assistance and social insurances budget to cover state deficit) – 33.7 per cent.

The overall expenditure of the state social insurances budget for 2017 is proposed with an increase of 1, 434 575. 4 thousand lei or 9.6 per cent over the amount for approved 2016. The spending on benefits financed from own resources of the state social insurances budget for 2017 represents 75.3 per cent of its total, while those financed by transfers from the state budget – 24.7 per cent.

For estimating state social insurances budget expenditures for 2017 were applied such measures, like: insurance indexation of pensions by 6.8 per cent; introduction of paternity allowance; single childbirth allowance increase up to 5,300 lei for each child; introducing support for increasing monthly allowance until the age of 3 of children born twins or more children in one pregnancy etc.

The general indicators forecast of state social insurances budget for 2017 was carried out based on laws and regulations in force, analysis of trends and performance in previous years, based on the estimated macroeconomic indicators developed by economy ministry.

Also today, government approved a draft law amending the Law on state social insurances budget for 2016 to specify its revenues and expenditures. As such, state social insurances budget revenues for 2016 consist 15, 049 048. 1 thousand lei, up by 18 mln. 585. 9 thousand lei towards specified state social insurances budget revenues and expenses approved for 2016 constituting 15, 079 458.6 thousand lei or an increase by 18, 585. 9 thousand lei.

The social benefits expenditures increased by 20, 342. 1 thousand lei. The spending increase results from a new benefit inclusion, paternal allowance, as well as increased expenditures on social support for some categories of population in cold season, financed from the state budget.
