Construction permits could be got via automated information system in Moldova

Chisinau, 7 December /MOLDPRES/ - The construction companies will be able to get permissive acts for construction works through an automated information system. The regulation on organization and work of the single desk for authorizing construction works, approved by the cabinet today, provides for the creation of an automated information system for the management and issuance of permissive acts, needed components for the work of the single desk of authorizing the construction works till 31 December 2017.
The single desk will be applied by all local public authorities and state supervision bodies competent in the process of authorizing construction works.
The institutions in charge will provide, for free, the interaction and automated exchange of data between the automated information system of management and issuance of permissive acts and other information data, managed by public authorities, among which: State Register of Population, State Register of Law Units, the automated information system, Cadastre of Real Estate.
The enforcement of the decision will ensure cutting of the costs and shortening the time needed for authorizing construction works, the Economics Ministry said. In particular, decision-makers plan to create an information resource, e-Construction Permits, which will allow fulfilling the duties of the single desk for authorizing the construction works all over Moldova.
Moldova was is on the 165th position out of 190 countries in the World Bank Group’s Doing Business 2017 ranking, in terms of “issuance of construction permits.” According to the World Bank’s report, to get an authorization, a person should undergo 27 legal procedures, for which he/she spends 276 days.
The Moldova 2020 national development strategy provides for shortening the period for getting the construction permits to 100 days till 2020. At the same time, under the Strategy, the costs for getting construction permits are to be diminished by 40 per cent until 2020.
