Moldovan government rules to create single desk for authorizing construction works

Chisinau, 7 December /MOLDPRES/ - The cabinet of ministers today approved a regulation on the organization and work of the single desk for authorizing construction works, the government’s communication and media relations department has reported.  

Under the regulation’s provisions, an information resource, e-Construction Permits, will be created through the automated information system of managing the permissive acts. The single desk will become functional in late 2017 and will be applied by all local public authorities and the state supervision bodies competent in the process of authorizing the construction works.

Due to the creation of the single desk, the duration for getting construction permits will be shortened from 247 days to about 100 days. At the same time, the procedures will be simplified and the costs of the applicant will be diminished, with obstacles due to removed to this end.  

The institutions in charge will provide, for free, the interaction and automated exchange of data between the automated information system of management and issuance of permissive acts and other information data, managed by public authorities, among which: State Register of Population, State Register of Law Units, the automated information system, Cadastre of Real Estate. 

Also, the single desk for authorizing construction works will enhance the transparency in this sector, by facilitating actions of monitoring and observance of the period of considering and issuing the acts demanded by the applicant, and well as of the reason for refusal to issue the demanded acts.
