EU to finance new projects on developing capacities of Moldovan civil society, public authorities

Chisinau, 14 December /MOLDPRES/ - The cabinet, at a today’s meeting, approved the signing of two agreements with the European Union on financing projects on developing capacities of Moldova’s civil society and public authorities, the government’s communication and media relations department has reported.   

Thus, the cabinet approved the singing of an accord between Moldova and EU, which provides for offering a grant worth eight million euros for developing and strengthening capacities of the country’s civil society. The agreement’s goal is to develop the civil society and enhance the capacities necessary to ensure an active participation of NGOs in the decision-taking process and the one of working out policies, as well as in implementation of Moldova-European Union association processes.  Therefore, public associations will be able to submit for financing projects which fit one of the strategic sectors, and namely: good governance, economic and social development, social cohesion through improving the system of providing social services. The project will be implemented by the EU Delegation in Moldova.   

The second decision, approved in this context, provides for the signing of an agreement on financing between Moldova and the European Union on providing a grant worth five million euros for developing the institutional capacities of the government and other state institutions in the process of implementing the Moldova-EU Association Agreement.  

In this case, the financial resources will be earmarked including to carry out projects on the Twinning programme, a mechanism through which the administrations from the states candidates for EU membership cooperate with their counterparts from the European Union, for the enforcement of clearly-defined projects on transposition, implementation and supervising the enforcement of the EU acquis in fields they are in charge of.    

The agreement regards also strengthening institutional capacities and carrying out public procurement in five priority fields: environment, justice, energy, transports and education. The implementation of the concerned project will be coordinated by the State Chancellery.
