Moldovan PM chairs meeting on issues of dwellings for young families, salaries in envelopes

Chisinau, 15 December /MOLDPRES/ - A first for of a concept of support for young families, willing to buy a dwelling with a loan, was analyzed at an initiative by Prime Minister Pavel Filip today, the government’s communication and media relations department has reported.
The vision of the draft, worked out at consultations on the platform of the Economic Council to the Prime Minister, with participation of representatives of the Economics Ministry and Finance Ministry, was unveiled at a today’s working meeting chaired by the prime minister.
This concept, elaborated also at a request by the PM, has at its basis similar models from European Union member states of the “First House” type and regard providing young families with dwellings.
The goal of the programme is to back young families to get dwellings through facilitating their access to preferential loans, with the state due to guarantee a part of the mortgage credit provided to this end. Such models of supplying young families with dwellings have been already successfully applied in more European countries, including the neighbour country Romania.
The participants in the meeting ruled to continue consultations with representatives of the National Bank of Moldova and commercial banks, in order to analyze the sustainability of this project and establish the best criteria of identifying beneficiaries of this programme. The concept is to be given final touches and submitted to government for approval.
Another subject discussed at the meeting was focused on measures due to be undertaken by the state to diminish the phenomenon of salaries in envelopes. Following a detailed analysis of the present situation in these terms, the participants in the meeting ruled to set up a working group, which is to carry out an analysis of the costs and benefits of the solutions proposed by them. Subsequently, the working group is to elaborate a plan of priority actions to reduce the phenomenon of salaries in envelopes, including by motivating employees and employers to officially declare the incomes.
