Moldovan parliament adopts law on state social insurance budget for 2017

Chisinau, 16 December /MOLDPRES/ – Law on state social insurance budget for 2017 was adopted in the final reading today by Parliament. The document provides for revenues, amounting to 16.4 billion lei, up 9.8 per cent from the budget approved for 2016 and expenditures of 16.4 billion lei.
The state budget transfers to the state social insurance budget in 2017 will amount to 5.53 billion lei, including for covering the budget deficit the state social insurance, there are provided 1.4 billion lei.
Expenditure on state social insurance budget in recent years is still rising and this trend is maintained for 2017. Next year the costs are expected to increase by 9.6 per cent compared to the approved 2016.
The project aims to keep the total tariff of state social insurance contribution amounts to 29 per cent of that paid by the employer will be 23 per cent and the employee will pay 6 per cent. Similarly, it will not be changed and the rate of social insurance contributions of state at a rate of 22 per cent to fund the remuneration of persons employed under individual employment contract in agriculture, 6 per cent will be subsidized from the state budget.
Also today, Parliament voted in the final reading the law on mandatory health insurance funds (hereinafter – FAOAM) in 2017.
The document foresees revenues of 6 141 657,4 thousand lei and 6 234 451,3 thousand lei expenses totaling 451.3 thousand lei, with a deficit amounting to 92 793,9 thousand lei. Compared to 2016, FAOAM revenue is forecast to increase by 5.2 per cent and spending by 6.8 per cent.
The size of the first mandatory health insurance in the amount fixed was set in the amount of 4056 lei per person (in 2015), while maintaining reductions provided for 2016. Accordingly, the total amount is planned to build 93 288.0 thousand lei that are consistent with 2016 approved amount.
The bulk of expenditure and revenue will go to pay medical services – 97.1 per cent of the revenues accruing (6 054 911,5 thousand lei), with over 20 per cent more than in the current year will be transferred to the reserve fund (50 701,9 thousand lei) and fund prevention and the development and modernization of public healthcare providers will increase by over 50 per cent (25 000,0 thousand lei each). At the same time, fund administration system of compulsory medical insurance will remain at the 2016 approved amount (78 837,9 thousand lei).
